Description
VA desires to lease up to 50,000 net usable square feet (NUSF) (approximately 57,500 rentable sq. ft.) of space for use as a Biomedical Research Laboratory for up to 20 years within the following delineated area in the city of San Francisco, CA. The space will be comprised of space for wet lab, dry lab, administration, office staff, and a Small Animal Research module. VA desires access to an on-site parking structure and/or parking lot. The property must meet at least one of the following zoning designations: 890.53 " LIFE SCIENCE; 890.52 "LABORATORY"; 249.36 " LIFE SCIENCE AND MEDICAL SPECIAL USE DISTRICT." Previous Offerors need not resubmit. North: Market Street from Seventh Street to the San Francisco Bay (that imaginary point at which Market Street would meet the SF Bay were it to continue its existing course eastward); West: Seventh Street from Market Street to Brannan Street; proceed westward on Brannan Street to Potrero Avenue; continue south on Potrero Avenue to Cesar Chavez Street; South: Cesar Chavez Street from Potrero Avenue to the San Francisco Bay (that imaginary point at which Cesar Chavez Street would meet the SF Bay were it to continue its existing course eastward); East: The San Francisco Bay. Requirements: Offered space must be located in a Class A building or in a Class B building that meets all other criteria herein. Space shall be on no more than three (3) floors and must be contiguous, with the exception of the Small Animal Research module. If a multi-story building is offered, a minimum of two (2) elevators must be provided. Offered space must include, at minimum, the code required pro-rata share of parking allotted to the building for the duration of the proposed lease term. Special consideration will be given for buildings that: are located in close proximity to the Mission Bay UCSF research facility; will require limited build-out or modification to meet VA's needs; can best satisfy the stated parking requirement; are in close proximity to existing amenities and services. In order to qualify for a lease term up to 20 years, offered facilities must meet VA's design requirements including structural and seismic guidelines, ADA/UFAS accessibility standards, life safety guidelines, and other Federal and state regulations. The tenant space must meet the requirements of LEED-CI (Leadership in Energy and Environmental Design for Commercial Interiors) Silver level equivalency at a minimum. In order to submit a property, brokers or other representatives must demonstrate written acknowledgement and permission from the legal owner to represent the property. Prior to Final Proposal Response to the Solicitation for Offers (SFO) written proof of ownership or non-contingent control of property will be required. The following information shall be provided along with the expression of interest: (1) Slab-to-slab height; (2) Site plan depicting the building; (3) identification on site plan demonstrating location of parking to be dedicated for VAà ‚¬ s use, plus any additional parking available within a 3 block radius to meet the 155 parking stalls desired; (4) a block or floor plan of the proposed space for offer, (5) ingress/egress to street(s); (6) evidence of proper zoning for the uses described herein; (7) evidence that the property lies outside the 100-year floodplain; (8) distance to Mission Bay UCSF Hospital; (9) distance to area eateries; (10) distance to other area amenities; (11) distance to public transportation (bus lines, street-car, light rail and commuter lines). A market survey of offered properties will be conducted by VA staff and broker consultant.
