Description
The Naval Air Systems Command (NAVAIR) Corporate Business Office (CBO) in coordination with the Army Contracting Command - National Capital Region (ACC-NCR), is developing the acquisition strategy for the Program and Systems Support (PASS) acquisition. The purpose of this acquisition is to provide for total life cycle management for Project, Program and Portfolio (PPP) Management; Business, Cost Estimating and Financial Management; Life Cycle Logistics; Systems Engineering; Business Improvement; Business Analytics; Modeling and Simulation Management; Test and Evaluation; Information Technology; Facilitation, Education and Training; and Technical Editor, Writing and Illustration including efforts required for moving to an enterprise-wide, life cycle alignment of resources and outputs to achieve top-down performance driven outcomes for all Department of Defense (DoD) Commands, Agencies, Field Activities, all other organizational DoD entities (including Medical) and their partners for both CONUS / OCONUS sites. Foreign Military Sales (FMS) services are included. The government's intention is to conduct this acquisition under Federal Acquisition Regulation (FAR) Part 15. The anticipated period of performance will be for a base period of 12 months with two, 12 month option periods. The estimated value is at a minimum of $400M. The anticipated contract type will be multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ), Firm-Fixed Price contract with Cost Reimbursable Other Direct Cost CLINs for travel and Cost Reimbursable Other Direct Cost CLINs for Navy and Computer Services (Seat Management) in accordance with FAR Part 37. Contractors will be required to support up to SECRET security clearance. Some task may require TOP SECRET and Sensitive Compartmented Information (SCI) security clearance. This contract will support CONUS and OCONUS efforts. Attached please find the PASS market survey with a list of questions solicited for response by industry. This market research is being conducted in the early stage of our acquisition-planning phase. Small Business respondents having the skills and capabilities necessary to perform the stated requirements are invited to provide the following information: (a) Provide a list of DoD customers within the past 3-years highlighting similar work performed. Include contract number, contract type, dollar value of each procurement, and a brief description of the work performed. The requirements and strategy as stated in the notice and questionnaire are all subject to change as the acquisition evolves. More definitive information and estimated milestone schedule will be provided at a later date.
