DARPA-SN-12-13 DARPA I2O Active Authentication Proposer Day - November 18, 2011 Arlington, VA The Defense Advanced Research Projects Agency (DARPA) Information Innovation Office (I2O) will conduct a briefing in support of the anticipated Research Announcement (RA) for the Active Authentication program. When released, the RA will be posted on the Federal Business Opportunities (FBO) website, http://www.fedbizopps.gov, and the Grants.gov website, http://www.grants.gov. This Proposer Day is unclassified. Attendance at the Active Authentication Proposer Day is voluntary and is not required to propose to subsequent solicitations (if any) on this topic. The Proposer Day does not constitute a formal solicitation for proposals or abstracts. This announcement is issued solely for information and program planning purposes and is not a Request for Information (RFI). Since this is not an RFI, no submissions against this notice will be accepted by the Government. DARPA will not provide reimbursement for costs incurred to participate in this Proposer Day. Interested parties to this notice are cautioned that nothing herein obligates the Government to issue a solicitation. BACKGROUND: The goal of the Active Authentication Program is to advance research in the area of new software biometric modalities for the purpose of eventually using those biometric modalities for computer system authentication. Proposed research should investigate innovative approaches that enable revolutionary advances in science, software, or systems in the areas related to determining the identity of the individual at the keyboard. The focus of this research will be on determining identity through use of software applications that can determine identity through the activities the user normally performs. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice. The Active Authentication program changes the current paradigm by removing the secret that a human holds, the password, and focuses on the secret that the human specifically is. This program will focus on validating the individual at the keyboard by those unique factors that make up the individual, (often referred to as biometrics). The goal of the Active Authentication is to find these biometrics factors of the person as the person is working, without interrupting their normal activities. The program will initially focus on authentication at a desktop in a Department of Defense office environment. These software biometrics will capture the unique aspects of the person that can be observed through software, which will minimize operational deployment requirements. PURPOSE: The purpose of the Active Authentication Proposer Day is fourfold: 1. To familiarize participants with DARPA's interest in new approaches to innovative software based biometric modalities. 2. To familiarize participants with DARPA's interest in enhanced security evaluation through participation of Red Teams or Adversarial Partnership approaches in support of the research performed in this program. 3. To identify potential proposers and promote understanding of the anticipated Active Authentication RA proposal requirements 4. To promote discussion of synergistic capabilities among potential program participants. It is DARPA's desire to receive comprehensive, quality responses to the anticipated Active Authentication RA. To assist those wanting to form strong, collaborative teaming efforts and business relationships, a teaming website will be established to facilitate formation of teaming arrangements between interested parties. Specific content, communications, networking, and team formation are the sole responsibility of the participants. Neither DARPA nor the Department of Defense endorses the destination website or the information and organizations contained therein. The website address will be provided in the RA. Additional information regarding the Active Authentication RA will be available at http://www.darpa.mil/Opportunities/Solicitations/I2O_Solicitations.aspx, following the publication of the RA on FBO. It is anticipated that the Active Authentication RA will be released by the end of November 2011. If an RA is released, materials presented at the Proposer Day, as well as a frequently asked questions (FAQ) document, compiling questions and answers received to date, may be made available at http://www.darpa.mil/Opportunities/Solicitations/I2O_Solicitations.aspx. A live feed from the Active Authentication Proposer Day will be available via an open meeting on Defense Connect Online (DCO) and through a commercial webcast to all registered participants. A copy of the video will be posted on DARPA's website after the Proposer Day until February 3, 2012. TENTATIVE AGENDA: Registration: 0930-1000 EDT Presentations/Discussions: 1000-1300 EDT LOCATION: 3811 Fairfax Drive, Suite 400, Arlington, VA 22203 REGISTRATION INFORMATION: Interested parties must register by sending the following information to DARPA-RA-12-06@DARPA.MIL no later than 1700 EDT on November 14, 2011: • Name • Organization • Telephone number • Email address • Indicate approval of inclusion on Proposer Day Attendee List. This list will include contact information and will be posted at http://www.darpa.mil/Opportunities/Solicitations/I2O_Solicitations.aspx • Citizenship. Non-U.S. citizens are required to submit citizenship identification information via DARPA Form 60 to the email above no later than 1700 EDT November 15, 2011. • Indicate whether attendance will be in person or via webcast All attendees will be required to present Government-issued photo identification upon entry to the event. Only two members from each organization may physically attend the Proposer Day; however attendance to DCO and the commercial webcast is not limited.
