- NASA/LaRC has a requirement for NEXTEL WOVEN FABRIC 440, STYLE BF-20, QTY 375 LFand NEXTEL SEWING THREAD 440, STYLE BT-30, QTY FIVE(5) LBS.NASA/LaRC intends to purchase the items from 3M Energy & Advanced Materials Division. 3MEnergy & Advanced Materials Division is the manufacturer of the NEXTEL 440 fabric. ThisNEXTEL woven fabric 440 is currently being used on the Inflatable Reentry VehicleExperiment (IRVE 3) and will be used on the IRVE Spare (Built to Print -BTP) which mustbe the exact copy of the IRVE 3. The NEXTEL 440 fabric has been tested and approved forthe IRVE 3 inflatable structure thermal protection system.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 11/21/2011.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
