- Reference No. 283-12-1000 Substance Abuse and Mental Health Services Administration (SAMHSA) Indefinite Quantity Indefinite Delivery The Substance Abuse and Mental Health Services Administration, intends to award multiple Indefinite Quantity Indefinite Delivery (IDIQ) type contracts for the requirement entitled "SAMHSA Indefinite Quantity Indefinite Delivery (IDIQ)". Each contract will be five years. Task Orders will be awarded under each IDIQ contract on a performance based cost plus award fee basis. SAMHSA is soliciting proposals from organizations capable of performing one or more of the following project domains: Tasks are anticipated in the following five (5) domains: Domain I Feasibility, Pilot and Evaluation Projects Domain II Statistical Projects Domain III Health Systems Analysis, Economics, and Financing Domain IV Technical Assistance and Training Domain V Event Planning and Logistics The NAICS Codes for each domain are as follows: Domains NAICS Code I. FEASIBILTY, PILOT AND EVALUATION PROJECTS - 541690 II. STATISTICAL PROJECTS - 541519 III. HEALTH SYSTEMS ANALYSIS, ECONOMICS, AND FINANCING - 541990 IV. TECHNICAL ASSISTANCE AND TRAINING PROJECTS - 541990 V. EVENT PLANNING AND LOGISTICS PROJECTS - 541614 Note Domain V will be set aside for Small Business in the 8(a) Program and Service Disabled Veteran Owned Small Businesses (SDVOSB). Offerors may selectively propose for one or more of the domains. Offerors must submit a proposal only for those domains in which they are highly qualified. The Offerors will be required to submit a separate proposal for each Domain that they are proposing. The RFP will stipulate what a successful offeror must demonstrate. The estimated date for issuance of RFP No. 283-12-1000 is scheduled for release approximately November 28, 2011 and proposals are due to be received in the Contracts Officer 45 calendar days thereafter. SAMHSA is planning on conducting a Pre Proposal Conference around Monday December 12, 2011 at 10am - 12pm. The confirmed date and location of the Pre Proposal Conference will be announced at the time the RFP is released. Organizations that are interested in attending can send a maximum of 2 individuals. If you are interested you must send an email to Sarah Bank at Sarah.Bank@samhsa.hhs.gov and in the subject line "Registration for Pre-proposal Conference 283-12-1000" in the email state the name of the 2 individuals and the name of the organization, email address and phone number in case we need to contact the individuals. This solicitation may be obtained in two ways; by mail; or FedBizOps, If you have a continuing interest in the RFP, notify the individual identified below that you wish copies of amendments to the RFP (if any) sent to you, or check and download from FBO regularly for amendments. Requests for copies of the RFP must be made in writing. Requests will be filled on a first-come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the twentieth day will reach the requestor before the due date for receipt of responses.
