Description
The Space and Missile Systems Center (SMC), Launch and Range Systems Directorate (LRK), Los Angeles Air Force Base, CA intends to modify the existing SLRS contract with ITT, Corporation, and Systems Division, 1030 South Highway A1A, Bldg 989, Patrick AFB, FL 32925 to extend the period of performance to allow for continued sustainment of the Eastern and Western Ranges until the follow-on contract is awarded. SLRS contract provides the sustainment and Instrumentation Modernization (IM) upgrades to the Eastern Range (ER) and Western Range (WR) communications, telemetry, and command and control systems located at Cape Canaveral Air Force Station and Vandenberg Air force Base respectively. Allowing continued sustainment under the SLRS contract until Launch Test Range System (LTRS) Integrated support contract (LISC) is awarded will prevent unacceptable delays in critical range National priority space launches. The follow-on contract (LISC) is anticipated to provide range operation services, maintenance and upgrade of both ER and WR. Currently, the LISC acquisition strategy is in development with an anticipated award date of early FY13. However, until the follow-on contract is awarded, SLRSC must sustain the ranges. The contract modification will include several short-term sustainment option CLINS to allow for extension of the SLRS contract until the award of the follow-on contract. This action is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as Implemented by the Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." While this notice of intent is for information purposes only, and is not a request for competitive proposals, interested parties including small and small disadvantaged businesses may identify their interest and technical capability, and submit information which shall be considered by the agency. Interested parties must show capability to fulfill Government's immediate, short-term need for the effort described above. The notice expires 15 days after publication.
