- RFI Survey The purpose of this Request for Information (RFI) is to gather market information. DLA Strategic Materials is attempting to identify manufacturers requiring Titanium and/or Titanium Alloys for the production of critical go-to-war parts. The attached survey will help determine if Defense Logistics Agency should establish a Titanium Buffer for vendor-to-vendor sales to support war-time mobilization or national emergencies.
