- Marine Corps Systems Command (MARCORSYSCOM) is soliciting for sources to furnish Processing Display Subsystem (PDS) and Communication System (CS) Change Kits in support of Common Aviation Command and Control System (CAC2S). This requirement is being issued in accordance with FAR 12.6, and supplemented with additional information included in the attached solicitation. This announcement constitutes the only solicitation. The solicitation is issued as a request for proposal (RFP), M67854-12-R-0201. This solicitation is 100% set-aside for Economically Disadvantaged Woman Owned Small Business (EDWOSB) concerns. Applicable NAICS code for this requirement is 335999. MARCORSYSCOM intends to award a Firm-Fixed Price (FFP) contract to the Lowest Priced Technically Acceptable (LPTA) responsive/responsible EDWOSB concern submitting the Lowest Price Technically Acceptable (LPTA) offer. For information on how proposals will be evaluated see FAR 52.212-2 ”Evaluation of Commercial Items. Requirements and evaluation procedures are listed in the attached solicitation. See RFP for Provisions and Clauses. All questions regarding this solicitation shall be submitted in writing by 4PM Eastern Standard Time, 14 November 2012. Questions should be submitted via e-mail to: mohamed.elmi@usmc.mil. Phone calls will not be accepted. Failure to respond to this RFP and associated amendments if applicable prior to the closing date and time established will render an offer non-responsive and result in rejection. It is the vendor ™s responsibility to monitor the NECO system for amendments issued in reference to this requirement. Download the Defense Federal Acquisition Regulations (DFARS) at http://www.acq.osd.mil/dp/dars/dfars.html. All Contractors who provide goods/services to the DOD must be registered in the Central Contractor Register (CCR). Online Certifications and Representations Application is also required at http://orca.bpn.gov. Failure to comply with ORCA registration may deem offeror ineligible for award. If there are any conflicts between this announcement and the RFP, the RFP M67854-12-R-0201 takes precedence.
