- Please see the attached Source Qualification Statements for each NSN. Sources-Sought Notice for Repair of F-4 Aircraft Pistons The Air force is issuing this repair sources sought announcement as part of a market survey for repair of the F-4 PISTONS NSN's 1650001045669BF, 1650004927923BF, 1650007675912BF, 1650007870930BF, 1650007881736BF, 1650007881741BF, 1650009224419BF, 1650009271931BF, and 4310008680145BF. Responses to this Notice shall consist of an initial White Paper (not to exceed 3 pages) describing the offeror's capabilities with regard to repairing these Pistons. The Piston requires removal of the old coating and a new carbide coating applied (See SQS). The Government does not own the data rights to the approved process. The respondent must be able to demonstrate the ability to obtain or create those resources necessary to perform the necessary repair of these Pistons in a timely fashion. If the offeror is able to obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have the legal right to use said resources to repair assets for the government. The engineer has determined that only sources that have met qualification requirements will be considered to perform this repair. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and program specific response presenting sufficient information to substantiate that they have (1) the necessary knowledge and understanding of the requirements; (2) employees with satisfactory qualifications to perform the work; and (3) the necessary equipment, facilities, and material or the ability to obtain them to appropriately repair the Advanced Avionics assets listed above. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and/or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. Provide any supporting information such as commercial literature, catalogues, manuals, etc. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. White paper responses to this Notice are due on or before 05 December 2011. Parties interested in repairing the Pistons will be required to become a qualified source, in accordance with the attached Source Qualification Statement (SQS). This sources sought synopsis does not constitute an Invitation for Bid (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and responses to it are voluntary. It should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. Since response if voluntary, the U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. This request for sources sought information does not constitute a commitment, implied or otherwise, that a procurement will be accomplished and responding to this request in no manner guarantees a contract will be awarded to the respondent. The information provided is to the best of the Government's knowledge of plans, desires, and general situation as it exists at this time. This requirement is in the acquisition planning phase and, therefore, all information provided herein is potentially subject to change. All information provided in response to this notice and marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities.
