- Description
- Complete listing of material set component items with required quantities, identified by SOS. The BMSS contractor requirement is for supply chain management support for KC-135 Boom material sets to be delivered line-side to the Boom Shop located at Tinker Air Force Base (AFB). The solicitation requires a single service provider to establish a forward stock point (FSP) within 10 miles of Tinker AFB where the BMSS contractor is to maintain and order inventory needed to ensure 100% Boom material set availability at the AF customer's point of use (POU) at Tinker AFB. Material set components shall be ordered/obtained from the following sources of supply (SOS): DLA (314 DLA consumable National Stock Numbers (NSNs)), AF (18 Depot Level Reparables (DLRs)), and 250 unique bench-stock items in AF inventory supplied by its Industrial Product-support Vendor (IPV) contractor. The DLA consumables and AF DLRs will be ordered via MILSTRIP procedures and the IPV material will be obtained by the BMSS contractor as Government Furnished Material from the bins located at the POU. In the event DLA consumables are not available for supply to the BMSS contractor, the contractor will commercially source the item(s) from approved sources and in accordance with the business rules established in the solicitation/contract. The BMSS contractor requirement is an unrestriced acquisition for an Indefinite Delivery Indefinite Quantity Firm-Fixed Price (CLIN 0001) and Time-and-Materials (CLIN 0002) type contract. The term will be a one-year base period with four, one-year option periods to be exercised at the discretion of the government. The total duration (base plus option periods) shall not exceed five years. The material set component items are attached. Delivery timeframes to the POU will be provided in the solicitation. Unit of issue for CLIN 0001 is months (MO). All responsible sources may submit a proposal which shall be considered by the agency. The subject acquisition is a best value tradeoff source selection. Non-price factors identified in the RFP, when combined, are approximately equal to price. The solicitation and attachments will be available at https://www.dibbs.bsm.dla.mil/RFP by COB Nov 4 2011 and will close Dec 5 2011. Hard copies will not be available.
