Description
Pursuant to Federal Acquisition Regulation (FAR) 10.001(a), this synopsis is being issued as a "Sources Sought Notice." The US Naval Air Systems Command (NAVAIR), Program Executive Office (PEO) Unmanned Aviation and Strike Weapons (U&W), Precision Strike Weapons Program (PMA-201) is seeking capability statements from experienced and qualified industry sources for the production of the Laser Guided Training Round (LGTR) in accordance with Government Performance Specification AS6178A with Specification Change Notice (SCN) 001, SCN002, and SCN003 (classified), Interface Control Drawing (ICD) 923AS390 (Rev. C), and marking drawing 923AS398. NAVAIR PMA-201 is requesting information, which will serve as a market and technology survey to assist NAVAIR in developing its acquisition strategy for an anticipated full and open competition for the production of Laser Guided Training Rounds. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. The information provided herein is subject to change; any change to this notice similarly does not bind the government to solicit or award a contract, nor to provide any form of compensation or reimbursement for responders' preparation and submission of information. Any information submitted by responders to this notice is strictly voluntary and is to be prepared and submitted at responders' sole expense. Currently, Enhanced Laser Guided Training Rounds (ELGTR) production is provided for by Lockheed Martin Corporation under NAVAIR contract number N00019-10-C-0092. A Basic plus Option Years contract is expected to be awarded in the second quarter of FY 2013, with full production of 30,000 to 40,000 units over a five-year contract period, commencing deliveries by the third quarter of FY 2014. Based upon the level of interest indicated by the number of responses received to this Notice, an Industry Day may be scheduled in the second quarter of FY2012. Further information regarding an invitation-only Industry Day will be provided under separate Federal Business Opportunities (http://www.fbo.gov) notification. It is requested that interested, experienced, qualified and potentially qualified sources submit a brief Industry Capabilities Statement package explicitly demonstrating the capabilities and expertise required to perform the effort specified above. This documentation shall address, at a minimum, the following: 1. Relevant past performance on similar work where documentation of technical expertise and capability is presented in sufficient detail for the Government to determine whether the responder possesses the requisite functional expertise and experience to perform this type of effort. 2. Prior and current corporate experience demonstrating an understanding of laser guided weapon performance concepts, including those outlined in the Government Performance Specification AS6178A and associated documentation. 3. Prior experience with performing engineering analysis in support of flight clearance certification work, such as structural analysis, flutter analysis, structural testing and safe separation analysis and laser laboratory testing. 4. Experience in producing hardware, planning, coordinating, and conducting tests to prove system performance. 5. Company profile to include number of employees, Cage Code, DUNS number, and small business status under NAICS Code 332993Available resources, such as corporate management, facilities, equipment and manning, that could be assigned to the effort. Should additional resources would be required, identify any plans to mitigate this risk. 6. Possession of required industrial security clearances or definitive actions to be taken towards obtaining required security clearances. 7. Identification and assessment of applicable risk factors that could significantly hamper the production, delivery and performance of the end product and/or services described in this Notice, as well as possible mitigating actions and/or activities for each of the factors identified. 8. Sufficient information with associated detail to allow Government to judge Technical and Manufacturing Readiness Level (MRL) in accordance with FY 06 Public Law 109-163, Section 801. This Public Law requires that the Under Secretary of Defense for Acquisition, Technology, and Logistics (AT&L) certify that before entry into Milestone B (which denotes entry into a System Design and Development Phase,) the technology in the program has been demonstrated in a relevant environment. This equates to having a Technology Readiness Level (TRL) of 6 prior to a Milestone B decision for all critical technologies anticipated for use in the system/subsystems/components. The Government requests that responders provide their TRL assessment with supporting data for all critical technologies. 9. Any additional technical information deemed necessary to aid the Government with its market research. The Government Performance Specification AS6178A, change notices SCN001, SCN002, SCN003 (classified), interchange control drawing ICD 923AS390, and marking drawing 923AS398 are available for review by qualified sources in preparing their responses to this Notice. These documents include information that has been designated as "Distribution D," and consists of certain critical technologies and data that are not releasable to foreign firms. Some documents are under Federal export control for "sensitive" or "controlled" technologies regulated by the U.S. Department of State's International Traffic in Arms Regulations (ITAR) protecting national security. Some data may not be exported without an approval, authorization, or license under E.O. 12470 or the Arms Export Control Act. Any contractor teaming or license agreements between U.S. firms and foreign firms, to include employment of foreign nationals by U.S. firms, shall be in accordance with current U.S. export laws, security requirements, and National Disclosure Policy, and shall require the prior approval of the contracting officer and foreign disclosure officer. If the interested party is a foreign concern or if a U.S. interested party has a team member or partner who is a foreign entity, adherence to all International Traffic and Arms Regulations (ITAR) is required. The U.S. Government will provide foreign disclosure guidance to U.S. firms upon request. Registration in the CCR database and the possession of a current "Confidential" security clearance will be a prerequisite for receiving an authorization for release of the controlled documents. Interested responders shall submit an official written request for the controlled documents to the AIR 2.4.4.3 Contracts Point of Contact (POC) indicated below. Requests for controlled documents must include the company name, mailing address, point of contact, POC email address and phone number, current CAGE number, and CCR number as well as proof of a current Department of Defense (DoD) "Confidential" security clearance in order to be validated. Disclosure of the control drawings requires the verification of a current license for the oral, visual, or documentary disclosure of technical data by U.S. persons to foreign persons as defined under the U.S. Department of State website, http://pmdtc.org/licenses.htm. The written request must also include acknowledgement of the Responder's responsibility under the U.S. export contract laws and regulations. For any foreign firm, the request must include proof of a current and applicable approval, authorization, or license under E.O. 12470 or the Arms Export Control Act, if applicable. Once the request for controlled documents is validated, the responder will be provided with an approved authorization confirmation to receive the requested documents. Respondents' Industry Capability Statement packages are to be submitted on 8.5 x 11 paper with one inch margins and font no smaller than 10 pt Times New Roman or Courier New. The package shall contain a front cover page, table of contents and rear cover page. The Government requests that the responders deliver two hard copies and one electronic soft copy on CD or DVD in Microsoft Word or PDF format with proper markings for unclassified and proprietary information no later than 4:30PM EST on December 7, 2011. Industry Capability Statement packages should be properly packaged, labeled, handled and submitted in accordance with the National Industrial Security Program Operating Manual (NISPOM) and mailed to the PMA 201 Technical POC at following address: Naval Air Systems Command Attn: Ms. Anne Gorman 47123 Buse Road Building 2272, Suite 448, PMA-201 Patuxent River, MD 20670-1547 All submissions should include the Notice Reference Number, company name, CAGE code, and DUNS number. Responses to this notice may NOT be submitted via facsimile or by electronic means such as e-mail. Acknowledgement of receipt will be provided via email. All submissions must be clearly marked with the following caption: "For Official Use Only, Releasable to Government Agencies for Evaluation Purposes Only". Industry Capability Statement packages will be reviewed by Government personnel only. All information submitted will be adequately safeguarded from unauthorized disclosure in accordance with FAR Part 15.207, and all information that is marked "Proprietary" will be handled accordingly. No classified data shall be submitted in responses to this Notice; should a responder believe it needs to submit classified data in order to prepare a complete submission, please notify the AIR 2.4.4.3 Contracts POC immediately so that proper actions by the Government and responder can be coordinated. Information submitted in response to this Notice will not be returned and the Government may request additional information upon review.
