- Description
- Design/Build of a 300-member Army Reserve Center (ARC). Primary facilities include the construction of an ARC training building, Organizational Maintenance Shop (OMS), and unheated storage building. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, Heating, Ventilation, and Air Conditioning (HVAC) systems, plumbing, mechanical systems, security systems, and electrical systems. The site is located in Orangeburg, SC. Supporting facilities will include land clearing, site preparation, paving, fencing, and extension of utilities to serve the project. The estimated cost range for this project is $10,000,000 to $25,000,000, but closer to $10,000,000. The Construction Cost Limitation (CCL) for this project is $10,624,000. Offerors are under no obligation to approach this ceiling. This procurement is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). NAICS code is 236220. Size limitation is $33.5M. The base construction contract duration is approximately 490 days. The solicitation will contain options for the following: OMAR Funded Items (bonafide and non-bonafide need), photovoltaic system upgrades. The proposals will be evaluated using the Best Value Source Selection Process with the following rated evaluation criteria: Prime Contractor Experience, Design Contractor Experience, Prime contractor Past Performance, Design Constractor Past Performance, Color Renderings, Design Narrative, and Management Plan. The approximate issue date is 15 November 2011 and approximate closing date is 17 January, 2012, 2:00pm Eastern Time. A pre-proposal meeting is tentatively scheduled for 13 December 2011. Project documents will be issued via the web only. Downloads are available via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov.
