- Sole Source Justification and Approvals The Military Sealift Command (MSC) Commander's Strategic Planning Guidance outlines 10 Objectives that MSC will strive to fulfill in the coming years. Objective # 10 states that MSC will "streamline our organizational structure and business processes, and improve lines of communications to our customers." In support of Objective 10, a consultant is required to provide MSC advice and guidance on identifying and improving those critical, cross-functional processes that will have the most affect on the Command's efforts to successfully streamline its organizational structure. This requirement is being sole sourced to Aquarius Investmesnts. Please see the posted Justification and Approvals for more information.
