- FOR ALL INFORMATION CONTACT: John B. Allen, EMAIL john.b.Allen42.civ@mail.mil, 443-395-1292 Final responses must be received NO LATER THAN 1600 hours Eastern Standard Time, 14 November 2011. The sole purpose of this market survey is to identify potential providers for the installation of upgrades, testing and sustainment of the Jordanian Armed Forces (JAF) C4ISR Communications Microwave Network. Potential contractors shall provide the upgrades necessary to support the Communications Microwave Network project by providing program and engineering management, systems engineering, integration, equipment procurement, installation, testing, and logistics - which shall include the acquisition of spares, training and maintenance. The contractor shall be responsible for overall system design and implementation. This market survey is not a solicitation and all responses will be reviewed and kept on file to be contacted once the solicitation/request for proposal is released to industry. Your response to the market survey will ensure notification of the solicitation/request for proposal. Communications Microwave Network Technical Requirements The contractor shall provide an overall solution which incorporates the end-user's directed technical requirements. Summarized, the effort shall consist of the following activities: The Long Haul (LH) Aviat Networks Radio, Antennas and Auxiliary Equipment and Facility installation, configuration and checkout The Last Mile (LM) Aviat Neworks, Radios, Antenna, and Auxiliary Equipment and Facility installation, configuration and checkout The Tellabs multiplexer installation, configuration, and checkout NetBoss Technologies, Inc Network management (NM) and Umbrella NM installation, configuration and checkout Tower upgrade and installation LHC and LM Facility Upgrade: The contractor shall be responsible for providing, installation and verifying operation of the specified power distribution box, power cables, pipes for the power cables, power outlets, extended power panel, grounding, air conditioning, rectifiers, battery sets, rubber mats, and cable trays for 23 LHC sites. LHC and LM Radio, Antennas, Auxiliary Equipment The contractor shall be responsible for providing the Communications LH network upgrade M/W communications. The contractor shall verify that each hardware system meets specification and is fully operational before site acceptance. Network Management System (NMS) Project Element Testing The LH micro-wave system shall include an integrated microwave radio and multiplexers network management system. Licenses shall also be supplied for using the existing end user SOA NMS if required. The JC4ISR LHC Communications NMS hardware and software shall be capable of managing all system components (main program equipments, existing communication equipment and accelerated communications equipment) Towers The contractor shall procure and install the necessary microwave equipment. The contractor shall procure and erect towers and install antennas on new towers and also install antennas on existing towers. Additional Requirements Include Integrated Logistics Support to include Training, Spares and Maintenance w/ Warranties. Maintenance shall be provided to cover all equipment delivered and installed for the duration of the contract. The contractor shall procure and maintain appropriate basic provisioning spares to support the overall Communications Microwave Network at a recommended ratio of 1 spare per 10 fielded hardware "units". The contractor shall provide copies of any commercial warranties and shall provide a level 3 hardware warranty covering a period of 12 months after final acceptance. The contractor shall develop operator and maintenance training plans and supporting manuals. The contractor shall provide training to the end user designated personnel in the operation, administration, and maintenance of all aspects of the SCC Microwave Network capabilities and equipment. REQUIRED INFORMATION: 1.If you are a reseller/distributor, in your response to the solicitation you will be required to disclose the manufacturer of ALL ITEMS listed. 2.In response to the solicitation you will be required to state the typical delivery lead time response after receipt of order HARDWARE. 3.You MUST reference the FMS case designator on your formal solicitations, the FMS case designator will be provided in the solicitation. 4.In your response to the solicitation you will be required to provide a specification data sheet. 5.In your response to the solicitation you will be required to identify whether you are a small or large business 6.If you are a small business then identify your subcategory, i.e. 8A, SDB, SDVOB, etc. Final response must be sent to my attention no later than 1600 hours Eastern Standard time, 14 November 2011.
