- Description
- The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office, intends to solicit on an unrestricted basis for a no cost publishing services contract for the United States Naval Observatory (USNO), Washington, DC. These services will be required in order to provide to the US Navy, the Department of Defense (DoD), other US Government Agencies and the general public, a revised (third) version of the Explanatory Supplement to The Astronomical Almanac (hereafter, ES) publication at no cost to the Government. The contractor will be required to perform page layout, printing, binding, and advertising of the ES book (hereafter the œProduct), and to provide it to users in the general public. It is expected that publisher will receive profits associated with the sale of this publication to the general public. The period of performance for this contract will be approximately 6-months for services associated with the development and publication of the Product. The timeframe in which the publisher shall make the Product available for purchase is through 31 December 2015. The Navy intends to solicit for a NO COST contract. Interested vendors will be asked to submit technical proposals and will be evaluated on a best value basis with past performance and utilization of small businesses being the only evaluation factors in descending order of importance. Solicitation N00189-12-Q-Z002, with its respective amendments, will be available to download at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil).The applicable NAICS code for this requirement is 511120.
