- Pre-solicitation The Department of Homeland Security (DHS) Small Business Innovation Research (SBIR) Program Office, on behalf of the Science & Technology (S&T) Directorate invites small business concerns to submit proposals under this Solicitation for the Small Business Innovation Research (SBIR) Program. Small business concerns with the capability to conduct research or research and development (R/R&D) in any of the homeland security-related topic areas described in Section 8.0, and to commercialize the results of that R/R&D are encouraged to participate.
