Description
REQUEST FOR INFORMATION (RFI): THIS IS NOT A SOLICITATION; no award will be made as a result of this request. All interested parties are encouraged to respond to this RFI. The Government will not pay for information and materials received in response to this RFI and is in no way obligated by the information received. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked "Proprietary" will be handled accordingly. Responses to the RFI will not be returned. In accordance with (IAW) FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government for forming a binding contract. The purpose of this RFI is to determine if there are large and small businesses, small disadvantaged business, and service disabled veteran businesses that can provide the United States Government the necessary support services, prototype development and limited production assessment items required to support DoD missions. This could be executed to existing or new systems to find promising materiel solutions to identified requirements. Selected solutions may be off the shelf, or near-term developmental items or developmental items that can be developed and made to allow the Government to rapidly develop and equip government organizations with new technology solutions that address the current issues of military and security forces worldwide. This work shall be done in the contractor's area or any other sites identified by the Government both CONUS and OCONUS as identified in specific task orders. Information obtained from this request for information will be evaluated to determine feasibility of issuing a multiple award contract which may include partial socioeconomic set aside(s) to perform the services identified herein. The anticipated NAICS code is: 541712. The proposed contract is anticipated to include engineering, program management and scientific support, non personnel services, white papers, analysis, and development and provide the government with prototypes and limited production/assessment items as required in the individual task orders to assist the USG in its mission to provide technical options/solutions for military and security missions and to research proposed solutions and assess them prior to deployment. This support includes but is not limited to spiral development, rapid prototyping, production of assessment and Limited production items, and identification off-the-shelf, developmental and non-developmental solutions and products, testing, demonstration, evaluation, subject matter experts, and reporting activities. This work shall be done in the contractor's area or any other sites identified by the Government in specific task orders for the following functional areas: a.Communications b.Command & Control c.Power d.Situational Awareness (SA) e.Sensors f.Force Protection g.Attack the Network operations h.Defeat the Device i.Asymmetrical Warfare j.Non Personnel Services k.Other - This area covers all other tasks for technologies of value to the land based war-fighter but not covered in the previously defined categories. Examples of such include, but are not limited to, embedded training, nutrition, Manpower and Personnel Integration (MANPRINT), and support for existing fielded systems (e.g. Raven UAV support). This is NOT a Request for Proposal. Companies who desire to participate in this market survey are encouraged to submit a white paper which supports the company's claim that it presently has the technology, qualifications, and capabilities and teaming arrangements to satisfy the objectives described above. The white paper should discuss the company's experience and ability to perform the services and include relevant subcontractors and discuss teaming arrangements that would be utilized to perform the work; and should include points of contact and DUNS number or CAGE code for the prime contractor. The white paper should be prepared in MS Word or Adobe, limited to four pages, and submitted electronically to Kimberly.L.Dulaney@usace.army.mil by 5:00 p.m. October 31, 2011. The company shall be responsible for any costs associated with preparing responses to this market research. All requests for further information must be made in writing or via email; telephone requests for additional information will not be honored. The government will review RFI submissions as they are received.
