Description
PERFORMANCE WORK STATEMENT (PWS) ASIST Training for Trainers (T4T) 1. INTRODUCTION One of the top priorities for the Army National Guard (ARNG) Soldier and Family Support (HRS) Division is promoting Resilience and Risk Reduction to establish a ready and resilience force, mitigate high risk behaviors and reduce suicidal behaviors and actions. For ARNG units nation-wide to meet the suicide prevention training requirements, Applied Suicide Intervention Skills Training (ASIST) training for trainers (T4T) was created by the Army for the development of the resource. The service to be delivered under this requirement is to coordinate and conduct a regional ASIST T4T training class. The purpose of this PWS is to obtain a Contractor that will coordinate and provide support services for the ARNG with a regional ASIST T4T training class as outlined below. The ASIST T4T training class will provide Commanders with trainers to assist in identifying and intervening with at-risk personnel. The National Guard desires immediate implementation of the ASIST T4T training class following the contract award date. 2. BACKGROUND Unlike the Active Army Service Members, the National Guard Service Members have a very limited number of seats in the Army hosted ASIST T4T training classes. The National Guard considers the lack of access to the ASIST T4T training classes to be a readiness issue. 3. National Guard TARGET POPULATION The target population for the ASIST T4T training is designed for Soldiers in a position to train others in the ASIST 2-Day workshop; have a flexible attitude about suicide; have good interpersonal communication and helping skills; have knowledge about suicide intervention; and, have established teaching and small group leadership skills. Training is not recommended for State Suicide Prevention Program Managers (SPPMs). 4. ARMY NATIONAL GUARD ASIST T4T REQUIREMENTS, TASKS AND TECHINCAL SPECIFICATION FOR REGIONAL TRAINING CLASS. The contractor will provide Regional training to include the following services: 5.0 General Contractor Services The Contractor, working independently and not as an agent of the National Guard, will provide all necessary personnel, management, services and supervision in support of this initiative. The goals of the service include: 5.0.1Conduct a regional ASIST T4T class with a total of 24 students in Phoenix, AZ on Dec 5-9, 2011. 5.0.2 Coordinate training facility at a hotel that accepts the government per diem rate for lodging, with easy access for Soldiers to purchase local meals. 5.0.3Supply ASIST senior and coaching trainers, two trainers for Monday-Tuesday and two additional trainers for Wednesday - Friday to present ASIST skills training. 5.0.4Provide the following costs: a.Meeting room space b.Audio visual equipment c.Transportation, lodging and per diem for Living Works trainers d.Living Works trainer honoraria 5.0.5Provide all training materials and shipping for supplies necessary for the 24 trainees at each regional training class to include: a.Trainer Agreement Form b.Trainer Pin c.ASIST Participants Wallet Card d.ASIST Participants Workbook e.ASIST Participant Stickers f.SIM Poster g.Background Questionnaire Poster h.Trainer Manual with Dividers and binder i.LW Brochures j.Nylon Messenger Bag k.Suicide Intervention e-book l.Lanyard and name tag and holder m.Trainer Audio Visuals on DVD n.Trainer Learning Aid 3-piece DVD set o.SuicideTALK program CD 5.0.6 Maintain an accurate electronic log of all ARNG personnel registered and those who completed ASIST T4T training. The following minimum data will be collected: a.Name b.Rank c.State d.Duty status (AGR, M-Day) e.Position f.Course Completions/Scheduled 5.0.7 Create on-line registration pages for each regional training class and provide to ARNG for distribution to trainees. 5.0.8 Maintain an accurate electronic log of contacts which will be provided in a post- completion report to the National Guard. The report provided will contain all the data fields in 5.1.8 above. 5.0.9 Provide a Certificate of Qualification to each trainee upon the conclusion of the ASIST T4T training course. 5.2Performance Standards/Service Delivery Summary The Contractor will prepare and deliver the following items in the quantities specified to the COR. This individual will be identified upon contract award. Any deliverable or product produced under this contract will be accepted or rejected in writing by the COR.
