- Description
- The Department of Veterans Affairs is seeking construction contractors to construct Landscape/Covered Walkway and Site Development at the VA Medical Center in Biloxi, MS. The project number is 520-317R. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses. The Contractor shall provide all necessary supervision, labor, materials, tools, and equipment for landscaping operations, including demolition and removal of existing structures. Project consists of roadwork, central lawn area improvements, landscaping and covered walkway described in the specs and drawings. Work is to be performed at the VA Medical Center at 400 Veterans Ave, Biloxi, MS 39531. All roadways on campus shall be striped when center roadway is striped, striping shall be highway grade. Connect all new roadways and curb to existing roadways and curbs. Provide roadway access to generator farm. The well located near Building 1 shall be re-established, tested and repaired; Well is to be used for the domestic water system. All irrigation shall run from existing water lines, and shall be low water, environmental friendly irrigation system. Demolish Building 83, and landscape the area. Continue the sidewalk on the west side of B-25 to create a continuous sidewalk to the existing sidewalk on the other side of the service drive, and continue sidewalk to the existing sidewalk on the other side of the service drive, north side of B-25 through the old cooling structure B-83. Project is phased, (Phase 1-5) per drawing CPM-101. There is one Base Bid Item indicated for General Construction. Additionally there are two Add Alternates for (1) Canopies over roads at Building 3 & Building 28, and (2) Building 3 drive-through canopy. The estimated magnitude for this project is between five million ($5,000,000) and ten million ($10,000,000). A bid bond as well as a performance bond will be required. The firm must be a General Construction firm approved under NAICS Code 236220 and the size standard is $33.5 Million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of Mississippi. Prospective contractors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov prior to award. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format, by registering and downloading plans and specification from the FedBizOpps website "www.fbo.gov" (to access export controlled solicitation, vendor must have an MNPN in CCR, a DUNS number and must be registered in FedBizOpps). A Pre-proposal conference is scheduled for November 17, 2011, 9:00 AM local time in the Director's Conference Room, Building 3, 2nd Floor, Room 2C100 at the VA Medical Center, 400 Veterans Avenue, Biloxi, MS 39531. All attendees can park in the parking garage, enter through main entrance at Building 3, elevator to 2nd floor, and proceed to Room 2C100 on the left. Solicitation documents will be available on or about November 4, 2011 and the approximate proposal due date is December 6, 2011. Award of a firm fixed-price construction contract is anticipated for January 11, 2012. There will be no public bid opening. The proposals will be evaluated and award shall be made utilizing the Best Value method under FAR Part 15. Firms are advised that award may be made without discussions or any contact concerning the proposal received.
