- COMBINED SYNOPSIS/SOLICITATION IAW FAR 12.6 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The objective of this task is to provide Leadership and Development support in order to advance the new OneLeadership and Development Initiative (OLI) for DOE/NNSA's workforce. OLI is a robust, unified program that brings together efforts related to leadership, career development and training. OLI has 6 key goals: 1) develop and robust, unified learning and development initiative for all employees; 2) bring together learning and development, training and student programs into one cohesive effort; 3) expect a return on investment from employees who participate in learning and development activities; 4) establish direct linkages between learning and development and the NNSA mission; 5) increase accountability and commitment from supervisors and managers; and 6) develop a communication plan to effectively execute OLI.
