- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate on a non-competitive basis with Meggitt Defense Systems, Inc. (MDSI), 9801 Muirlands Ave., Irvine, CA 92618, the award of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the Linkless Feed System (LFS) and LFS Loader efforts for the AH-1 Legacy and Upgrades Program. The IDIQ contract will include the LFS and LFS Loaders, associated hardware and parts, technical support, engineering and sustainment support, logistics support, production support, economic overhaul, and repair and documentation services. NAVAIR intends to issue Firm Fixed Price/Cost Plus Fixed Fee delivery orders on a non-competitive basis against the resultant IDIQ contract over an ordering period/period of performance of five (5) years. The Government intends to procure the above requirements in accordance with the statutory authority permitting Other than Full and Open Competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency's requirements. As the sole designer, developer, and manufacturer of the AH-1-W/Z LFS and LFS Loader, MDSI is the only known source with the requisite knowledge, experience, and technical data that can meet the Government's requirement on a timely basis without impacting the United States Marine Corps capability to support Overseas Contingency Operations.
