- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NETCOM/9th Army Signal Command has a requirement for nonpersonal services for local telephone exchange services at Sacramento, CA Military Exchange Processing Station (MEPS), 3870 Rosin Court, Suite 105, Sacramento, CA 95834. Solicitation W91RUS-12-T-0006 is for a commercial, Firm Fixed Price (FFP) type contract with a base performance period of one year (12 months) and will include four, one-year option periods. The local exchange services provider, certified by the state of CA, shall provide local commercial communications service to Sacramento, CA, MEPS, including, as a minimum but not limited to: business lines, digital access trunks, directory number and number portability. Solicitation W91RUS-12-T-0006 will be issued as a commercial, Firm Fixed Price (FFP) type contract with a base performance period of one year (12 months) and will include four, one-year option periods. This solicitation is unrestricted; offers from all responsible sources will be considered. Sources responding to this solicitation shall all proposal requirements are met and shall include with their proposals Representation and Certifications (FAR Clause 52.212-3). Contractors who are registered in the Business Partner Network (http://www.bpn.gov) and have an up-to-date Online Representation and Certifications Application (ORCA) in the BPN will not have to complete clause at 52.212-3. A statement affirming the firm's updated ORCA information will be accepted. It is incumbent upon the offeror to insure that all information contained in the ORCA is up-to-date and complete. Offeror's not in the ORCA shall complete FAR clause at 52.212-3 and submit as part of their proposal. All offerors shall ensure Dun and Bradstreet (DUNS) number and CAGE code is clearly cited on proposals and the firm is registered in Central Contractors Registration (CCR) database.
