- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation T-FCEN-12-T-0003 is issued as request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. CLIN Description Qty U/I 0001 Reinstatement of Operations & Maintenance 1 EA Support for InflowSuite S/W for Single Server License (SSL) - Brand Name or Equal POP: 10/01/2010-09/30/2011 0002 Operations & Maintenance Support for 1 EA InflowSuite S/W for Single Server License (SSL) - Brand Name or Equal POP: 10/01/2011-09/30/2012 0003 Operations & Maintenance Support for 1 EA InflowSuite S/W for Single Server License (SSL) - Brand Name or Equal POP: 10/01/2012-09/30/2013 0004 Operations & Maintenance Support for 1 EA InflowSuite S/W for Single Server License (SSL) - Brand Name or Equal POP: 10/01/2013-09/30/2014 0005 Operations & Maintenance Support for 1 EA InflowSuite S/W for Single Server License (SSL) - Brand Name or Equal POP: 10/01/2014-09/30/2015 Delivery is FOB Destination: Vienna, VA 228183-0039 The provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial; 52.212-2, Evaluation -- Commercial Items, based on technical capability, price, and socio economic status, in descending order. Achievement of agency socio-economic objectives is designated as a source selection factor, which, when combined with price and other factors, may make the offer of a small business the best value. The Government is committed to assuring the maximum practicable opportunity is provided to a variety of small business categories. It is the policy of the Government to encourage the full participation of small businesses in the procurement process. 52.212-4, Contract Terms and Conditions -- Commercial Items; and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. Pursuant to FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, paragraph (c) Application for brand name descriptions. this RFQ is published on a "brand-name or equal" basis, to "permit prospective contractors to offer products other than those specifically referenced by brand name" or part number. Pursuant to FAR clause 52.216-27 -- Single or Multiple Awards (Oct 1995), the Government may elect to award a single delivery order contract or task order contract or to award multiple delivery order contracts or task order contracts for the same or similar supplies or services to two or more sources under this solicitation. All quoting vendors shall be currently authorized as such by the manufacturer, and shall promptly provide certification of that standing upon request of the Government. Pursuant to FAR clause 52.217-5 -- Evaluation of Options (Jul 1990), except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). Offerors are requested to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
