- This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with Southeast Alaska Petroleum Resource Organization- SEAPRO, 540 Water Street, Suite 201, Ketchikan, AK 99901 to the preparation and submission of response plans for certain oil-handling facilities for Glacier Bay National Park, Gustavus, AK 99826. Please see the below Justification for other than Full and Open Competition for further details. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. SOLE SOURCE OR LIMITED SOURCES JUSTIFICATION(APPLICABLE TO PURCHASES $3,000 - $150,000) 1. Contracting Activity: National Park ServiceAlaska Regional Office240 W. 5th AveAnchorage, AK 99501 2. Purchase Request Number: 3. Authority for Action: Check applicable box for either GSA or open market action FAR 13.106-1(b), Soliciting from a Single Source 4. Describe the supply or service to be acquired: Section 4202 of the Oil Pollution Act of 1990 (OPA 90) amended section 311(j) of the Federal Water Pollution Control Act (FWPCA) to require the preparation and submission of response plans for certain oil-handling facilities. An owner or operator who is required to submit a response plan must, among other things, identify and ensure by contract, or other means approved by the President, the availability of private personnel and equipment necessary to remove, to the maximum extent practicable, a worst case discharge (including a discharge resulting from fire or explosion), and to mitigate or prevent a substantial threat of such a discharge. An OSRO (Oil Spill Response Organization) is required in Glacier Bay since there is routine taking of on and dispensing of fuel and other petroleum products from the fueling facility at Bartlett Cove. Glacier Bay is required to submit a response plan for review by the Captain of the Port of Juneau (USCG) on an annual basis. SEAPRO fulfills this requirement for the plan, and thereby allows the continued operation of the park fueling facilities. 5. List the proposed contractor (name, contact, and phone number) and describe the unique knowledge or capabilities of the proposed contractor: Southeast Alaska Petroleum Resource Organization- SEAPRO 540 Water Street, Suite 201 Ketchikan, AK 99901 (907) 225-7002 SEAPRO is the only OSRO in Southeast Alaska that has been classified by the U.S. Coast Guard. SEAPRO provides response personnel, equipment and training to NPS Fueling facility and the staff in order to prevent or mitigate serious discharges of petroleum products from the NPS fueling facility. 6. Describe your market research efforts and efforts to ensure that offers are solicited from as many potential sources as is practicable: No other markets exist, the NPS must have an OSRO to continue fueling operations, and SEAPRO is the only classified OSRO in Southeast Alaska. 7. Other: Provide any other facts that support this sole source. 8.
