- This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID NOI 12-001 and the solicitation is being issued as Notice of Intent. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 05-53). This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business set aside, however, small, small disadvantage, minority, veteran owned, and HUD zone companies, etc. are encouraged to submit quotes. The North American Industry Classification System (NAICS) Code for this acquisition is 811219, which has a size standard of $19.0 in millions of dollars. The National Institute of Allergy and Infectious Diseases (NIAID), intends to procure a one year preventive maintenance service agreement, on a sole source basis with Illumina, Inc., for a Genome Analyzer IX (s/n 300751) & Cluster Station (s/n 100573). This is to include full coverage on all service parts and labor; comprehensive 5 x 24 e-mail support and 5 x 18 telephone support (instrument, applications, bioinformatics); two business day average on-site response time, critical and non-critical updates, applications support, access to online training modules, and discounts on optional advanced training programs; includes two Preventative Maintenance visits per year. Evaluation criteria: 1) capable to perform the above stated salient characteristics, 2) price, and 3) meet manufacturer warranty. The government will award a firm fixed price purchase order to the responsible contractor. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3, Offer Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.225-1, Buy American Act-Supplies; FAR 52.204-7, Central Contractor Registration; and Payment by Electronic Funds Transfer-Other than Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 4:00 P.M. Eastern Standard Time on Monday, 7 November, 2011.
