- Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. (ii) The solicitation number F3C3L21284A001 is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. (iv) This acquisition is 100 percent set aside for small businesses. The North American Industry Classification System (NAICS) code is 441310 with a size standard not to exceed $14 millions (U.S.) (v) CLIN 0001 - Mercedes Benz Engine Model: MBE 460. - Engine Family: 7DDXH12.8DJA CODE I, displacement: 12.8L - Part No DDE/R23538640 S60 KIT PO or equal. (Qty 1) - Part No DDE/R23526353J S60 KIT PO or equal. (Qty 1) - Vehicle/Engine Make: Freightliner Business Class M2/Model M2112 - VIN: 1FUJC5CV68HZ48912 / Eng Ser No. 0460886647 - VIN: 1FUJC5CV88HZ61547 / Eng Ser No. 0460886617 **NOTE: Cost should include pick up and delivery of trucks from and to Minot AFB, installation at offsite location & warranty. Although cost should be included in CLIN 0001, proposal should include a breakout of the separate costs within the CLIN (i.e. engine, delivery of trucks to offsite location and back, and warranty). CLIN 0002 - Core charge exchange/return (vi) Place of delivery at Minot AFB, ND 58705 and is FOB destination. (vii) The provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (viii) The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. The government will award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The other factors considered will be the ability to meet the salient characteristics of the items above. Award shall be based on best value to the government. (ix) The government advises Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Offerors are also reminded to complete Offeror Representations and Certifications on-line at www.bpn.gov prior to submitting an offer. (x) Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xi) Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable: 52.219-6, 52.219-8, 52.219-28, 52.222-3, 19, 21, 26, 35, 36, 37, 50, and 52.232-33. (xii) The following clauses also apply to this acquisition: 52.203-3, 52.204-7, 52.204-9, 52.223-5, 52.225-13, 52.232-1, 52.232-8, 52.247-34,52.252-2, 52.253-1, 252.204-7003, 252.204-7004 Alt A, 252.212-7001, 252.223-7006, 252.225-7001, 252.232-7003, and 5352.201-9101, 5352.223-9001. Clause 52.219-6(c) is applicable to this acquisition. This clause states, "Agreement. For the set-aside portion of the acquisition, a small business concern submitting an offer in its own name shall furnish, in performing the contract, only end items manufactured or produced by small business concerns in the United States or its outlying areas." The provision, 252.212-7000, Offeror Representations and Certifications, also applies to this acquisition. FAR 52.211-6 - "Brand Name or Equal" is applicable. (xiii) There is no Defense Priorities and Allocations System (DPAS) rating applicable for this procurement. (xiv) FAR 5.203 - "Publicizing and response time" is applicable for this procurement. (xv) All offerors must submit an offer by 3:00 pm Central Standard Time on 28 Oct 2011. Quotes received after that time may not be considered.
