REQUEST FOR INFORMATION 1.0 Description 1.1 The United States Marshals Service (USMS) is issuing this Request for Information (RFI) in support of the Prisoner Operations Division, Office of Medical Operations to identify potential sources capable of providing mobile medical services within the confines of detention facilities. 1.2 THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Data submitted in response to this RFI will not be returned. Information is being requested in order to make potential future requirements better for industry and the Government. 2.0 Statement of Objectives 2.1 OVERVIEW The USMS is responsible for providing health care services for prisoners in Marshals custody across the 95 United States Marshals Service (USMS) District offices (herein referred to as "Districts") located in all 50 states, Guam, Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. 2.2. BACKGROUND INFORMATION ON USMS MEDICAL SERVICES The USMS is a law enforcement agency within the Department of Justice and is responsible for providing medical care to approximately 60,000 prisoners in USMS custody. The prisoners are housed in local detention facilities located throughout the 50 states and U.S. Territories. The USMS Office of Medical Services (OMO) oversees the health care provided to the USMS prisoners and ensures that the health care provided is consistent with established Prisoner Health Care Standards (PHCS) described in USMS Publication Number 100 http://www.usmarshals.gov/prisoner/standards.htm. 2.3 PURPOSE OF REQUEST FOR INFORMATION (RFI) The United States Marshals Service (USMS) is seeking information for the purpose of identifying the availability and cost of implementing mobile medical services (including but not limited to dialysis, dental and optometry/ophthalmology/optical) that can be provided within the confines of the detention facilities that house USMS prisoners. Vendors are encouraged to submit information on all mobile medical services that can be provided within the confines of a detention facility. 2.4 DESCRIPTION OF INFORMATION REQUESTED Vendors offering mobile medical services to detention facilities are invited to address the following items: • What mobile medical services does your company offer? • Is there a minimum detention facility size your company requires to effectively render the requested services? • Can these mobile services be provided without negatively impacting existing prison operations or requiring additional capital investment, such as altering existing physical plant configurations, modifying or expanding infrastructure (IT, Electric, Gas, Water), etc. • What types of dental services are available? The USMS only authorizes basic dental care pursuant to the aforementioned Pub 100. • How do you screen employees that deliver mobile medical services inside detention facilities? • How are the medical services rendered? (i.e. in a mobile unit that travels to the detention facility or is equipment brought or left at the detention facility). • Does your company provide vision care (i.e. vision exams, glasses, etc)? Please elaborate on the services you can provide in this area. • How are medical records generated and managed for the mobile medical services that you provide? • How are these services priced? What are the cost drivers for providing these services in detention facilities? 3.0 Responses 3.1 Responses to this RFI should not exceed twenty (20) pages and must contain the following information: (a) Capability statement. (b) Pricing information. (c) Any other relevant information in accordance with the statement of objectives. (d) Geographic region where you could provide services. 3.1.1 Responses are due by 21 November 2011. Both e-mail and mail submittals will be accepted. Mailed responses should be sent to the Contracting Officer at: Prisoner Operations Division, Office of Contract Services, 2604 Jefferson Davis Highway (CS-4 Suite 1100), Alexandria, VA 22301. 3.1.2 Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer at ian.rothfuss@usdoj.gov. Verbal questions will NOT be accepted. The Government will make every effort to address all questions received by 4 November 2011. Questions received after this date are not guaranteed to be addressed by the deadline. 4.0 Summary This Request for Information is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers.
