- Offutt AFB is soliciting proposals to provide cost effective operations, maintenance, repair, and service functions for real property, Real Property Installed Equipment (RPIE), Real Property Similar Equipment to a standard that prevents deterioration beyond that which results from normal wear and tear or prevents degradation of USSTRATCOM mission using life cycle maintenance practices. The plan and program shall include provisions for control and accountability of all Contractor utilized vehicles, equipment, tools and materials. Except where otherwise stated, the Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined below and described in this Performance Work Statement (PWS) for the USSTRATCOM compound within Offutt AFB. Services shall be performed at buildings 407, 500, 501, 510, 513, 515, 519, 522, 562, 591, 597, and their connecting structures at Offutt AFB, Nebraska. Broad examples of Contractor responsibilities include, but are not limited to, Heating Ventilation and Air Conditioning (HVAC), plumbing, electrical, fire suppression, structural, alarms, roofing maintenance and repair and work request management. This contract also includes providing the Civil Engineering (CE) customer interface with the facility occupants as well as coordination with the Contracting Officer Representative (COR). The Contractor shall perform services in accordance with all applicable federal, state, and local laws, AF Engineering Technical Letters (ETL), Unified Facilities Criteria (UFC), and life safety codes ensuring uninterrupted mission support to the USSTRATCOM mission and personnel. The Request for Proposal number is FA4600-11-R-0051. All interested parties are responsible for checking this website to ensure they have the most current information (i.e., issued Amendments, changes to the Performance Work Statement, etc). Telephone and Fax requests for a solicitation package will NOT be accepted. This acquisition is set-aside 100% Competitive small businesses with no geographical restrictions, utilizing Lowest Price Technically Acceptable procedures. Interested responsible Small Business sources may submit a proposal. The applicable North American Industry Classification System (NAICS) Code is 561210. The size standard is $35.5 Million. All Contractors wishing to do business with the Government are required to register in the DoD CentralContractor Registry (CCR) Database prior to any subsequent award. CCR Registration may be accomplished online at http://www.ccr.gov. Contractors are further advised that failure to register in the DoD Central Registration Database will render your firm ineligible for award. The proposed contract shall have a seven month base period plus four, one -year options. Offeror should note funds are reasonably assured for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the date.
