Sources Sought RFI Synopsis REQUEST FOR INFORMATION This is a Sources Sought/Request for Information (RFI) for Commercial Service in accordance with the Federal Acquisition Regulation (FAR) 12.1, (FAR) 13.5 under Simplified Acquisition Procedures, (FAR) 37.1 Personal Services Contracts, and 5 USC Sec 3109. No proposals are requested by this announcement; all responses shall be solely in the form of information and materials. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. Further, the Department of Veterans Affairs is not seeking proposals and will not accept unsolicited proposals or any cost or pricing data. Personal Services contractors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be the sole responsibility of the contractor. All submissions will be treated as business confidential materials, become Government property, and will not be returned. Performance Work Statement (PWS) for the Homeless Veteran Supported Employment Program (HVSEP) Employment Development Training Plan 1. Background: In FY 2011, VA medical centers were funded to hire over 400 new Vocational Rehabilitation Specialists (VRS) to provide vocational assistance, job development and placement and ongoing employment supports to homeless Veterans. These VRSs were required to be Veterans who themselves were homeless, formerly homeless, or at-risk of homelessness. Although these new staff have a shared identity with the target population, they may not have the personal or professional skills necessary to fulfill the mission of HVSEP. Specifically, the VRSs will need ongoing support and training in job development strategies, negotiations with employers, and skill enhancement related to working with complex Veterans in a sophisticated matrix model, i.e. administratively assigned to Compensated Work Therapy with day-to-day functions supervised by Homeless program staff. The uniqueness of this program will require training and support that is beyond what is available locally at most medical centers given the outcomes that are expected regarding the number of Homeless Veterans to be served and employed over the next few years. 2. Scope of Work: Contractor will provide, hire, and supervise an estimated forty (40) consultants knowledgeable in the evidence based model of supported employment, to serve as advanced level job developers/employment training specialists in each of the VHA 21 VISNs. Their function is to provide individualized training, consultation, and mentoring services to the homeless, formerly homeless, or at-risk of homelessness Veterans who have been hired as VRSs to provide supported employment services to other homeless Veterans. These services will be provided over a 12 month period at 169 VHA medical centers around the country where the VRSs have been assigned in order to provide direct modeling and "hands-on" training in the community. The goal of this on-the-job training is to increase the success of the VRSs in placing homeless Veterans in employment and increasing their skills with regard to job development and interfacing with clinical staff and community-based employers. The contractor ™s staff is to provide and develop an individualized approach to the on-the-job training for each site based on a needs assessment, prior training that has been completed, and specific needs identified by staff at that site. 3. Description of Work: The Contractor ™s personnel will be trained in collaboration with HVSEP leadership to provide mentoring and consultation services that are consistent with the goals and objectives of HVSEP. Contractor ™s employees will be assigned regionally to 169 medical centers to provide site specific individualized training/mentoring to HVSEP Vocational Rehabilitation Specialists, focusing on engagement with community employers, job development, and job placement. They will work in collaboration with the Homeless Teams and VRSs to provide a written plan for the development of follow along employment and transition supports for identified Veterans. The contractor will provide the following types of services: Development of job search plan based on Vocational Assessment Profile(VAP) leading to competitive employment for Homeless Veterans and homeless Disabled Veterans. Vocational Services strategies for homeless disabled veterans and homeless veterans leading to competitive employment in the local community. Contractor ™s responding to this Sources Sought/Request For Information will provide a Capability Statement to include the following technical and experience requirements; TECHNICAL/FUNCTIONAL REQUIREMENTS Describe or demonstrate past experience and/or current capabilities to manage and provide resources described in paragraph 2 “ Scope of Work, in a timely manner upon initiation of a contract to support 21 VISNs throughout the US. EXPERIENCE REQUIREMENTS Please provide a detailed description of your experience providing the following: Describe your company ™s past experience in providing both large and small scale training to vocational rehabilitation staff in the evidence based model of supported employment. Describe your company ™s past experience working with homeless people and rehabilitation of same to include job development strategies leading to competitive employment. Describe your company ™s job development strategies focusing on competitive employment for homeless Veterans and homeless Disabled Veterans. Describe your company ™s experience with on-the-job training in placing homeless Veterans in employment and increasing their skills with regard to job development Describe your company ™s past experience interfacing with clinical staff and community-based employers. Describe your company ™s experience with development of job strategies leading to competitive employment for disabled veterans at risk of homelessness. Describe your company ™s experience with developing and deploying Quality Assurance programs which demonstrate the efficacy of individualized consultation and mentoring services to the homeless, formerly homeless, or at-risk of homelessness Veterans who have been hired as VRSs to provide employment services to other homeless Veterans; providing monthly statistical reports which would allow the VA to adequately review operational integrity; Describe your company ™s Socio Economic status ie SDVOSB, VOSB, small business, large business etc. SUBMISSION OF INFORMATION Please submit all responses and comments electronically to this Sources Sought/Request for Information to richard.stockton2@va.gov, not later than 10/31/2011 time 1545 MST.
