- The Department of Veterans Affairs, VISN 15, Heartland Contracting Office in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) intends to negotiate on a sole source basis with Elsevier, INC, 360 Park Ave Rm. 110 New York, NY 10010 for an Annual renewal of various online medical journals. NAICS 519130 applies Small business size standard is 500 Employees. The Contractor shall provide access to the electronic journals owned by Elsevier Science Direct for the VISN 15 Western Orbit (Kansas City, MO) location for the period from January 1, 2012 or date of award (whichever is later) through December 31, 2012. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 1:00 pm CT on October 26, 2011.
