Manufacture of 25MM APFSDS-T Ammunition This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Naval Surface Warfare Center Indian Head Division, Picatinny Detachment is seeking sources capable of manufacturing 25MM Armor Piercing, Fin Stabilized, Discarding Sabot “ Traced (APFSDS-T) ammunition. The manufacture of these cartridges includes all components and Load, Assemble and Pack (LAP). The cartridge shall be designed to function in the Navy ™s Mk 38 Gun Weapon System. The cartridges shall be linked together with the M38 link and packed 55 to a container in the CNU-405/E container. The Navy ™s performance requirements for this ammunition are not yet fully defined. Ammunition characteristics that are considered highly desirable are: Hydro-ballistic capability “ The ability of the projectile to transit significant distances through water while retaining significant energy and lethality. This capability may be achieved through use of super-cavitating projectile design technology. The U.S. Navy holds a patent on a super-cavitating APFSDS projectile design. Sabot Discard pattern “ The sabot discard pattern should be narrow enough to not endanger surface ship personnel, equipment and superstructure and not significantly impact current gun firing angles. Use of an environmentally safe penetrator. The ammunition must be suitable for Navy surface ship application and meet the safety requirements needed for U.S. Navy Weapon Systems Explosive Safety Review Board (WSESRB) certification. The Navy is contemplating a Firm, Fixed-Price, Base + 4 type contract for this item. Should such a contract be pursued, the quantities procured would likely be between 10K and 30K rounds per year. In responding to this Sources Sought, respondents should provide the following information: Past performance manufacturing of the requested item or similar items A summary of the respondents technical and manufacturing capabilities Identification of those major components that may be subcontracted Production lead time following contract award Describe your production rate flexibility, including your maximum production rate attainable, and minimum sustaining rate Describe your environmental and ballistic test facilities capable of supporting typical ammunition First Article and Lot Acceptance tests A description of your quality plan A description of your safety plan Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business. Respondents must have personnel trained and experienced in handling energetic materials. These materials are extremely hazardous and environmentally sensitive. Strict US Government security requirements are mandated for their storage and handling. All information collected from this market survey shall be used for PLANNING PURPOSES ONLY. This information is being collected for market research purposes, is not a request for proposal (RFP), and does not represent any obligation on the part of the Government. The Government will not award a contract on the basis of this market survey and will not pay for information solicited. Please clearly identify any proprietary information submitted. All information submitted will be retained in the solicitation file as market research and will not be released to the public.
