- Notice of Intent to Award Sole Source The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement for a follow-on contract for the Threat Information Operations Systems (TIOS) formerly known as the RAVEN Contract, to develop and build operationally relevant threat information operation systems to support Electronic Attack (EA), Electronic Support (ES), and Computer Network Operations (CNO) for the Test and Evaluation of U.S. Systems. This synopsis is to announce PEO STRI's intent to pursue a sole source Cost Plus Fixed Fee (CPFF) award with General Dynamics C4 Systems, Inc. (GDC4S). The scope of the ID/IQ contract will include the work required to design, develop, operate and maintain threat signal simulators including the operation and maintenance of actual threat EA/ES systems in support of developmental and operational test events conducted by the Department of Defense. The TIOS vehicle will develop and build operationally relevant threat information operation systems to support live, virtual, and constructive Electronic Attack and Electronic Support operations for Test and Evaluation (T&E) events. Support for EA will be accomplished via the utilization of the Synthetic Battlefield Emitter System (SBES), which provides an emitter system to target and test against, and the continued development of the incorporation of Intelligence Modeling and Simulation for Evaluation (IMASE), which will provide a suite of capabilities for the enhanced planning and execution of scenarios for operational testing of Intelligence Electronic Warfare (IEW) System Under Test (SUT). Support for CNO will be realized through the continued development of the Network Exploitation Test Tool (NETT), which provides capabilities to perform CNO, Computer Network Attack (CNA), and Computer Network Exploitation (CNE). Also included under the TIOS will be the continued development of the Initial Operational Capability (IOC) of the Integrated Threat Force (ITF). The ITF provides the U.S. Army with an adaptable and scalable means for command and control. Threat Collaboration, Communications, and Visualization of these threat assets, along with the appropriate hardware and software integration, will assist the T&E Community in realization of truly dynamic force-on-force testing of U.S. Systems. The ceiling for the TIOS effort is $84.5M. This CPFF contract will have a total potential period of performance of five years; a basic year and 4 one year options. Work will be performed under Individual Task Orders. This notice is provided to verify that no other sources can meet this requirement.
