Description
The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns, Service-Disabled Veteran-Owned business concerns ( SDVOSB) or for Small Businesses. The small business size standard is less than 1,000 employees. The NAICS Code is 336611. The acquisition is for Dockside repairs to the USCGC BARBARA MABRITY (WLM 559), and is home ported in Mobile, AL. All work will be performed at Naval Station Pensacola, FL. The performance period is Forty-Two (42) calendar days with a start date on or about 28 February 2012 through 10 April 2012 This work will include, but is not limited to: (1) chain locker, inspect, (2) Heat Exchangers, Clean, Inspect and Hydro, (3) Main Diesel Engine (MDE) Exhaust Stake Uptakes, Clean, (4) Ship Service Diesel Generator (SSDG) Exhaust Piping, Commercial clean, (5) Circuit Breakers (60Hz) Inspect and Clean, (6) Potable Water Pneumatic Tanks, clean and inspect, (7) Pad Eyes, Inspect and Test, (8) Cross deck Winches, Overhaul, (9) Hydraulic Inhaul Winch, Overhaul. (10)Cargo Hatch, Overhaul and Repair, (11) Anchor Windlass, Level 2 Inspect, and Repair, (12) Anchor Chain(s) and Ground Tackle, Inspect and Repair, (13) Warping Capstan, level 2 inspect and repair, (14) Towing Bits, Chocks and Fair Leads, Inspect and Test, (15) Single Point Davit, Level 2 Inspect and Repair, (16) Grey water Holding Tanks, Clean and Inspect. (17) Sewage Holding Tanks, Clean and Inspect, (18) Grey Water Piping, Clean and Flush, (19) Sewage Piping, Clean and Flush, (20) Propulsion Shaft Bulkhead Seals, Upgrade, (21) Fire Pump Automatic Air Vents, Install, (22) Bilges (Non-Machinery space) Preserve, (23) Deck Covering (wet) Seal, (24) Hydraulic Chain Stoppers, Overhaul, (25) Sewage Vacuum Collection Tanks, Clean and Inspect, (26) Tanks (Grey Water Holding ) Preserve, (27) Bilges (Machinery Spaces) Bow Thruster Room, Preserve, (28) Buoy Crane, Inspect and Repair, (29) Deck Covering (Interior) Wet, Renew, (30)RHIB Davit Hydraulic Piping Repair, (31) Raised Scuttle Replacement, (32) Exhaust Stack Plating Renewal, (33) Weather Deck Stuffing Tubes, Renew, (34) Small Boat Fueling Fill Station Piping, Renewal, (35) Mechanical Chain Stopper, Overhaul, and (36) Deck Covering (dry) Seal. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. In response, please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers. At least two (2) references are requested, but more are desirable. Contractors are reminded that should this acquisition become a HUBZone set aside or SDVOSB Small Business, FAR 52.219-3, Notice of Total HUBZone Set-Aside or 52.219-27 or Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside will apply, which requires that at least fifty (50) percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small business concerns. Your response is required by close of business on October 31, 2011. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Service-Disabled Veteran-owned Small Business set aside, small business set aside. Failure to submit all information requested may result in no set-aside. A decision on whether this will be pursued as a HUBZone, SDVOSB small business or a Small Business set aside will be posted on the FedBizOps website at http://www.fbo.gov.small business set aside.
