- This is a request for information. The United States Coast Guard (USCG), Aviation Logistics Center (ALC) has a requirement to procure Electro Optical Sensor Systems (EO/IR), in addition to, sustaining engineering, technical support, and performance based logistic services utilized on USCG MH-65C and MH-60T helicopters. Requirements include sustaining engineering support of hardware and software; specialty engineering disciplines; developmental integration efforts, as well as, certification of flight readiness. Requirements also include the procurement of EO/IR systems that must interface with Rockwell Collins Common Avionics Architecture Systems (CAAS) software version.002 and later versions. The USCG ALC intends to procure EO/IR systems, as well as, engineering, technical, and logistic support services to include management, maintenance, and repair services on a firm fixed price basis from FLIR Systems, Inc. The support shall include component repair and overhaul, configuration and inventory management, shipping, storing, and accounting for the EO/IR systems. Additionally, the vendor shall maintain an inventory of repair and piece parts necessary to meet response times. FLIR designed, developed, and certified the EO/IR hardware and software, both stand-alone and with the integrated system currently utilized on the USCG MH-65C and MH-60T helicopters. This experience gives them the unique ability to understand the performance of the hardware and software, identify anomalies, and resolve issues in a timely manner to ensure safety of crew and mission success. Knowledge of the hardware and software systems is essential for quick responses to problems and is cost-effective in minimizing investigation of known conditions. The Government plans to acquire commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on November 04, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered. The USCG is publishing this request for information ONLY and will consider responses from responsible sources.
