- J&A (Redacted) This acquisition is being issued in accordance with FAR Part 13. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The United States Coast Guard (USCG) will award a single Firm Fixed Price type purchase order with a period of performance of one year. The solicitation number is HSCG23-12-Q-QWD010 and is being issued as a Request for Quotation (RFQ). This is a sole source acquisition issued on an unrestricted basis. The North American Industry Classification Systems (NAICS) code for this requirement is 517210 with a size standard of 1,500 employees. The solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. The U.S. Coast Guard (USCG) intends to acquire the following services: CLIN 0001 Cellular service for 90 standard lines, with 400 anytime minutes, unlimited nights and weekends and a mobile-to-mobile share option. CLIN 0002 Cellular service for 20 lines with 400 anytime minutes, unlimited nights and weekends and mobile to mobile with data allowance and domestic text messages with share option. CLIN 0003 Unlimited domestic text messaging capabilities for the 90 standard lines in CLIN 0001. The service provider must be capable of providing cell coverage (without roaming) to the entire grounds of Camp LeJeune, NC. A firm fixed-price contract will be issued. The Coast Guard intends to award a contract to Verizon, Inc. as they are the only known source that can provide the solicited services. However, all responsible sources may submit an offer, which shall be considered by the Agency. The following provisions and clauses as well as addenda apply to this acquisition and are incorporated by reference or in full text: FAR 52.252-2, Clauses Incorporated by Reference (Feb 1998) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Any questions should be emailed no later than 10:00 am Eastern Standard Time (EST) on Wednesday, October 19, 2011. Additional solicitation requirements, terms and conditions, are as follows and shall be submitted with your response: (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. The USCG intends to award a Purchase Order resulting from this quote solicitation to the responsible offeror whose offer is most advantageous to the Government. The evaluation process will consist initially of a review of quotations for substantial compliance with the requirements set forth in the solicitation. Proposals that are determined to not substantially meet requirements may not be considered further for award. Following the initial evaluation, the USCG will evaluate the quotations that meet the requirements of the solicitation against the following evaluation criteria: i. Technical Acceptability: Offerors must submit documentation that reflects compliance with the attached specification; the Government will evaluate each vendor's compliance with the attached specification to determine acceptability. ii. Lowest Price: The Government will evaluate the total overall price to determine accuracy, completeness, and reasonableness. FAR 52.227-14, Rights in Data - General (Dec 2007) COMMANDANT CG-9121(WS) U.S. COAST GUARD 2100 2ND Street, SW STOP 7112 Washington, DC 20593-7112 NOTICE FOR FILING AGENCY PROTESTS It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the USCG Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103. If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e).
