AMENDMENT A001 The Sources Sought Notice is hereby amended as follows: DELETE: NIST seeks information on commercial vendors, specifically small businesses, capable of providing all of the following products and services. This notice require a Contractor to facilitate the operation of the Storeroom, but to deliver the required products and services identified herein. ADD: NIST seeks information on commercial vendors, specifically small businesses, capable of providing all of the following products and services. This notice DOES NOT require a Contractor to facilitate the operation of the Storeroom, but to deliver the required products and services identified herein. END OF AMENDMENT This is a SOURCES SOUGHT NOTICE for market research purposes. This notice is a follow-up notice to that posted in March 2010 and is intended to update market research documentation. THIS IS NOT A REQUEST FOR PROPOSALS. The National Institute of Standards and Technology (NIST), Administrative Services Division provides cylinder gas services for the NIST Gaithersburg Campus. This service includes ordering of in-house gases, ordering of specialty gases, delivery and pick up of cylinders to remote buildings, and management, repair and maintenance of the cylinders. NIST seeks information on commercial vendors, specifically small businesses, capable of providing all of the following products and services. This notice require a Contractor to facilitate the operation of the Storeroom, but to deliver the required products and services identified herein. -Provide all in-house and specialty gases; -Provide all upgrades, maintenance, and repairs to NIST owned cylinders. It is NIST's intention to fully meet and/or exceed the Compressed Gas Association Standards for cylinder/gases and improve the safe handling and use of the cylinders; -Supply Contractor-owned cylinders and/or lecture bottles for specialty gases; -Provide a cylinder gas tracking system that will allow NIST to track the current location of all cylinders (NIST-owned and Contractor-owned) that are on the NIST campus or off-site to be repaired/service or refilled. After the results of this market research are obtained and analyzed and specifications are developed for this requirement, NIST may conduct a competitive procurement and subsequently award a Blanket Purchase Agreement. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. In House Gases In house gases are pure analytical gases that NIST stocks in a centralized store room on the NIST Gaithersburg Campus. Below is a list of these gases. Acetylene - GAS, ACETYLENE, DISSOLVED, C2H2, TECH GRADE, GRADE B, MINIMUM PURITY 98.0%. 10 CU FT; Acetylene - GAS, ACETYLENE, DISSOLVED, C2H2, TECH GRADE, GRADE B, MINIMUM PURITY 98.0%. 40 CU FT; Acetylene - GAS, ACETYLENE, DISSOLVED, C2H2, TECH GRADE, GRADE B, MINIMUM PURITY 98.0%. 225 CU FT; Breathing Air - GAS, BREATHING AIR, 80% NITROGEN / 20% OXYGEN, DEWPOINT 70 DEG F:(OXYGEN CONTENT 19%-23%) 220 CU FT; Argon - GAS, ARGON, WATER PUMPED, GRADE A, TECH GRADE, PURITY 99.996%. CAPACITY 220 CU FT; P-10 - GAS, P-10, ARGON 90% - METHANE 10%, FOR PROPORTIONAL AND GEIGER COUNTER UNITS. CAPACITY 220 CU FT; Carbon Dioxide - GAS, CARBON DIOXIDE, CO2, TECHNICAL, LOW MOISTURE, SIZE #1, FS BB-C-101, GRADE B TYPE II; MINIMUM PURITY 99.5%. 50 LB CAPACITY; Forming Gas - FORMING GAS, WATER PUMPED, NITROGEN 95% - HYDROGEN 5%. CAPACITY 220 CU FT; Helium - GAS, HELIUM, TECHNICAL, CAPACITY 200 CU. FT, GRADE A, PURITY 99% ; Hydrogen* - GAS, HYDROGEN, H2, TECH. GRADE, MINIMUM PURITY 99.5%, CAPACITY 200 CU. FT; Nitrogen - GAS, NITROGEN, SUPER DRY, 3.53PPM H20 MINIMUM PURITY 99.95%, CAPACITY 220 CU FT; Oxygen - GAS, OXYGEN. 02, PURITY 99.5%, CAPACITY 220 CU FT; Propane - GAS, PROPANE, C3H8, COMMERICAL MINIMUM PURITY 95% CAPACITY - 33 LB OR 100 LB; Specialty Gases Specialty gases are those gases that NIST does not have a high demand to stock for research. They are considered to be gases that may have a unique mix requirement for a one time specific research application. These gases must be provided in Contractor-owned cylinders and/or bottles. The required gas will vary by lab specific needs. The labs provide the specific mixture that meets the need of the researcher. Sample specialty gases are: • 22% Carbon Dioxide, Balance Nitrogen • 49 % Oxygen / Balance Helium • 9 PPM n-DECANE BALANCE NITROGEN • 2.0-K Methane • 5 PPM SULFUR HEXAFLUORIDE • Ultra High Purity Krypton Cylinder Service Upgrades NIST currently owns 373 empty cylinders, 204 of which are certified to be refilled with any of the listed in-house gases. The current NIST cylinder inventory must be retrofitted to a new safety standard. This is intended to improve their safe handling and use. All improvements must meet or exceed the Compressed Gas Association and OSHA guidance for the safe use and handling of cylinder gases. The upgrade of each cylinder shall include all of the following, as appropriate: -Lettering and Stenciling -Painting and Stripping -Cleaning including hydrostatic test Cylinder Preparation -Install new valve -Install new safety yokes. Maintenance and Repair of Cylinders Maintenance and repair of cylinders must be performed as required to keep the cylinders to new service standards. Maintenance and repairs shall include: -General Inspection -Lettering and Stenciling -Painting and Stripping -Safety Cap, Safety Yoke -Valve Assembly Replacement -Hydrostatic Testing -Return of non-Repairable Cylinders. Cylinder Gas Tracking System The system must monitor all NIST-owned and Contractor-owned bottles and NIST-owned dewars currently in-service at NIST. The system must have the capability to track in-house and specialty gas bottles as referenced herein. In addition, NIST has a requirement to track all NIST-owned dewars (filling of dewars is not a part of this requirement). The tracking system shall: -Track location of cylinders, dewars and/or lecture bottles; -Track maintenance activity for each cylinder; -Track BPA calls; -Provide reports. The system must pass an IT Certification and Accreditation review through NIST and must be capable of generating multiple reports. Hand-held scanners must be provided to the Government by the Contractor to scan bar codes during delivery. The system must be a web based system that monitors at a minimum: • Bar Coded cylinder number • Location (NIST, building and room, vendor location) • Person assigned to (researcher, storeroom, vendor) • Type of product • Date inspected and tested • Date due for re-certification • Date of delivery to NIST/Vendor/Researcher • Date returned to vendor • Date returned to storeroom • Date sent out for service/refill NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. NIST anticipates that small businesses will be defined under the associated NAICS code for this effort, 325120 Industrial Gas Manufacturing, as those domestic sources having 1,000 employees or less. Please include your company's size classification in any response to this notice. Documentation on potential small business/large business teaming arrangements is welcome. Companies that can perform all of the above requirements are requested to email a detailed report describing their abilities to carol.wood@nist.gov no later than the response date for this sources sought notice. The report should explain all capabilities, identify gases that can be delivered, provide a description of the tracking system utilized by the Contractor, discuss required upgrades, and any other information relevant to your products and/or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name and business size of the company proposing to perform the work; 2. If subcontractors or distributors would be utilized, the name of company(ies), and a point of contact for the company (name, phone number, fax number and email address); 3. Indication of number of days, after receipt of order that is typical for delivery of in-house and specialty gases; 4. Indication of whether any products and/or services are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s); 5. Any other relevant information that is not listed above which the Government should consider in finalizing its market research. All documentation must be sent to Carol A.
