- Construction Project. Lower Monumental Navlock Monolith 15 Wall Repair Phase 3. The project consists of concrete repair to the spalled/excavated surface of Monolith 15 of the Lower Monumental Dam Navigation Lock. The repair consists of installing new waterstops and re-facing the monolith. The existing void area is approximately 90 feet in height by 60 feet in width by 4 feet in depth. Re-facing of the monolith shall consist of using pre-cast and cast-in-place concrete and post-tensioned rock anchors to reface the void area to elevation 545.0. In addition, the repair includes replacing previously excavated concrete and embedded items from elevation 545.0 to elevation 548.0, as well as a new concrete parapet wall. TIME FOR COMPLETION: The Contractor must complete all work for this contract by 1800 hours on 27 March 2012. Navigation Lock Outages for FY12 are as follows: 27 February through 2 March 2012 - 12 hour daily Partial Navigation Lock Outage. 06 March through 27 March 2012 - Full Navigation Lock Outage. The solicitation will contain a section addressing site conditions and operational restrictions for the Navigation Lock outage schedules. All work to be completed during Navigation Lock outages will be completed in accordance with the listed schedules and requirements. This project is subject to the availability of funds; funds are not presently available for the work. No contract will be awarded unless sufficient funds become available. Invitation for Bids No. W912EF-12-B-0004 will be posted to the FBO website on or about 02 November 2011. Bids will be due no sooner than 30 calendar days after actual solicitation issuance date. Anticipated bid opening date is 02 December 2011. Important Note: The FedBizOpps Response Date listed elsewhere in this synopsis is for FedBizOpps archive purposes only. It may have no relationship to the actual bid opening date. The actual bid opening date will be contained in the solicitation and any solicitation amendments that may be issued. Solicitation is open to both large and small business concerns. NAICS code for this project is 237990, and the small business size standard is $33.5 million or less in average annual receipts. Estimated magnitude of construction is between $1,000,000 and $5,000,000.
