Description
The Program Manager for Training Systems for the U.S. Marine Corps intends to award a five year Indefinite Quantities Contract (IQC) on a sole source basis to Bohemia Interactive Simulations Inc., 3050 Technology Parkway, Suite 110, Orlando, FL, 32826 for Virtual Battle Space 2 (VBS2) Software Development and Software Maintenance for the Deployable Virtual Training Environment (DVTE) system. The IQC ceiling value is $10.5M. The proposed contract action is to procure USMC specific software development efforts for VBS2 and to procure Software Maintenance for the current VBS2 software delivered by Bohemia and utilized on DVTE training systems that are resident throughout the Marine Corps. Anticipated VBS2 development efforts include Artificial Intelligence - Reaction/Detection, Enhanced Terrain/Structure Degradation, AAR Enhancements, VBS2 FIRES/STRIKE Phase II, Degraded Communications, Customizable Life Form/Animations, DOD 2025 Symbology and Training Event Logistics Data Collection. The Marine Corps has an enterprise license for the unlimited distribution of the compiled executable VBS2 files for Marine Corps purposes but has no distribution rights to the source code. As the developer and proprietary owner of the gaming engine and software, Bohemia is the only entity that can license the use of VBS2 and therefore VBS2 cannot be leveraged or modified by other contractors to support the Marine Corps requirements. It is the Government's belief that only one source is capable to meet the requirements, and no other supplies or services will satisfy the requirement.
