Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-53. NAICS Code is 336112, 1000 employees size standard. The Solicitation number W25G1V-12-R-0006 is issued as a Request for Proposal (RFP), replacing the previously canceled solicitation number W25G1V-11-R-0064. Simplified acquisition procedures FAR Part13.5 are used. Any resultant contract shall be Firm, Fixed-Price, one award. Tobyhanna Army Depot (TYAD), Tobyhanna, PA, has a requirement to procure Diesel Tow Tractors, to include shipping/delivery and warranty. Delivery is FOB Destination, Tobyhanna Army Depot. Tobyhanna, PA 18466. PROPOSAL SUBMISSION: The pricing shall be filled out as follows: CLIN 0001:$ QTY: 3EA, DIESEL-POWERED TOW TRACTOR FOB DESTINATION. ALL ITEMS OFFERED SHALL MEET ALL SPECIFICATIONS TO BE CONSIDERED. SPECIFICATIONS FOR A DIESEL-POWERED TOW TRACTOR 1. The Tow Tractor shall be a diesel-powered with a minimum drawbar pull capacity of 4,000 pound and a minimum of 250 pounds hitch lift capacity. 2. The tow tractor will be used for towing four wheeled dollies carrying palletized loads and towing single axle military trailers from outdoor storage to the service area and/or next processing station. The tow tractor will be used in all types of weather primarily outside from outdoor storage to industrial buildings for service. 3. Requirements A. Capacity: The tow tractor shall have a minimum of 4,000 pound drawbar capacity and 250 pound hitch lift capacity. B. Dimensions: The tow tractor shall not exceed 108" long excluding the hitch and the tractor shall not be shall not be wider than 60" or greater than 84" high. The tractor shall have a minimum of 6-1/2" ground clearance. C. Motor: The tow tractor shall employ a minimum of a 60 horsepower (HP) Kubota diesel or equivalent engine capable of transporting loaded wheeled dollies or military trailers up 8% grades without a substantial drop in speed. D. Travel/Speed: The tow tractor shall be equipped with lever directional control and capable of a minimum of 15 mph. E. Operator Controls: The tow tractor shall be equipped with a tilt steering column such that it is adjustable for different operators. It shall also have the necessary levers/control valves such that the operator can raise and lower the lifting hitch from inside the cab. F. Steering: The tow tractor shall be equipped with power/hydrostatic steering. G. Brakes: The tow tractor shall be equipped with power-assisted hydraulic disc brakes front and rear to provide smooth reliable braking with minimal effort. The braking system shall employ non-asbestos brake linings. The parking brake shall be a manual hand operated toggle type lever. H.Tires: The tow tractor shall be equipped with a minimum of 6 ply radial tires on both the front and rear for outdoor all season use. I.Lift Hitch: The tow tractor shall have a hydraulic lift hitch that may be raised and lowered from 0" to 50" from ground level as a minimum. The hydraulic cylinder lifting the hitch shall have a valve that allows the rate of lift or decent to be controlled electrically from inside the cab of the vehicle such that the operator does not have to leave the cab to operate hitch nor do hydraulic lines enter operator cab. Hydraulic hitch shall not negate tow tractor warranty in any way. The lift hitch shall be all welded steel construction using replaceable nylon or similar type guides on all moving parts. Components of hitch shall be commercially available such that components can be replaced without replacing the entire hitch. The lift hitch shall be equipped with a standard pintle hitch rated for the draw bar and lift capacity of the vehicle as a minimum. A drawing/print of the hitch shall be provided as part of the proposal/quote. J.Bumper: The tow tractor shall be equipped with the minimum of a 1" steel front bumper. K. Accessories: The tow tractor shall be equipped with a minimum of the following accessories: -All welded steel 2 person operator cab with steel doors and sound insulation package, heater/defroster, auxiliary fan, windshield wipers (front), and dome light and have either sliding or roll up and down windows in the doors. Doors shall be designed such that they do not bump/disturb mirrors when opened. Full suspension vinyl driver and passenger seat. Rear window protector/guard shall also be included. -Lights - The truck shall be equipped with headlights, tail, stop, turn signals and back up lights and an amber flashing warning light as a minimum. -Instrumentation including a volt meter, oil pressure, temperature and fuel gauges and an hour meter as a minimum. -Rear and Side view mirrors. Side view mirrors shall extend out to view vehicle sides and the backs of the mirrors shall have high visibility paint or some type of reflectors. -Block Heater, 110 VAC -Back-up/reverse alarm -Fire Extinguisher L. Electrical System: The electrical system shall be 12 volt minimum. -All power and control circuits shall be fuse protected. -All wiring shall be color coded for ease of service. M. Hydraulic System: The lift truck hydraulic system shall have the following features as a minimum: -The hydraulic system shall have a relief valve to protect the system from overload. -The hydraulic system shall have a filter on the intake side of the pump to prevent foreign matter from entering the hydraulic system. 4. Safety: The tractor shall meet all applicable requirements of ANSI B56.1 1969-1988 Safety Standard for Powered Industrial Trucks and Underwriters Laboratories. Safety features to be included are as follows: a. The truck cab shall be equipped with and adjustable seat, retractable seat belt and hip restraints. b. The truck shall be equipped with an electric horn. c. The truck shall be equipped with an amber strobe 5. Operator's Manual, Parts Manual, Maintenance Manual and Electrical Drawings shall be included. 6. Inspection shall be performed at Tobyhanna Army Depot. 7. Warranty: The lift truck and its accessories furnished under this specification shall be warranted for a period of 2 year/2000 hours from the date of delivery. Warranty shall include all parts, labor, and accessories. Written verification from the manufacturer must be provided with quote to verify manufacturer's warranty will not be negated by addition of the custom/hydraulic hitch. 8. Complete delivery shall be no later than 120 days from date of award, FOB Destination at Tobyhanna Army Depot (TYAD) BLDG 15, 11 HAP ARNOLD BLVD. TOBYHANNA PA 18466. Contractor shall deliver Tow Tractor(s) fully assembled and able to be driven off of delivery truck by TYAD personnel. Contractor shall notify Contract Specialist 10 working days before delivery shall occur. Partial & early delivery is encouraged at no additional cost to the Government. Any resultant contract shall be Firm, Fixed-Price, one award. Offeror must hold prices firm for 60 calendar days from the date specified for receipt of offers which is 4:00 PM local (EST), 27 OCTOBER 2011. Offers or modifications to offers received at the address specified for the receipt of offers after the exact time specified may not be considered. Offers may be submitted via Fax at 570-615-7525, OR e-mail, OR hard copy. To receive an award, the company must be registered in the Central Contractor Registration (CCR) https://www.bpn.gov/ccr/. Parties interested in responding to RFP shall complete a Standard Form (SF) 1449 http://www.forms.gov, blocks 5, 12, 17a, 17b, 19 thru 24,30a, and 30b; AND 30c. The offer must be signed by a company official authorized to contractually bind the company. Offerors shall include and complete the full text provision FAR 52.209-5 Certification Regarding Debarment, Suspension, Proposed Debarment and Other Responsibility matters. FAR 52.212-3 ALT 1 Offeror Representations and Certifications-Commercial Items, completely filled out as well as DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items. Full text clauses may be found at http://farsite.hill.af.mil. Supporting documentation (i.e., Past Performance and technical documentation) must be submitted in order for your offer to be considered. See below regarding submission of technical documentation and examples of Past Performance. Completed SF1449 and other information must be faxed 570-615-7525, OR sent electronically as a.pdf file OR provided hard copy; to matthew.a.chase@us.army.mil. Complete delivery at Tobyhanna Army Depot (TYAD) shall be no later than 120 days from date of award. Delivery is FOB Destination, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466. TECHNICAL, Technical proposals will be evaluated on a pass/fail basis. See FAR 52.212-2 Evaluation of Commercial Items. The technical proposal shall be included with the submitted offer and specifically demonstrate the proposed items meet the Governments specifications listed in the combined synopsis/solicitation. PAST PERFORMANCE, Offeror shall provide with their offer, Past Performance Information pertaining to three examples of recent, same or similar sales and services as this requirement, to include; customer name, phone number/e-mail, equipment and services supplied, dollar value of contract and required/actual delivery will be required. The examples shall have been performed within the past three years (3 yr). BASIS OF AWARD Award evaluation and basis for award will be performed in accordance with FAR 52.212-2 evaluation-commercial items listed below. Offerors are cautioned that an award may not necessarily be made to the lowest price offer. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a)Award will be based on best value. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical: the item(s) offered will be evaluated as providing or complying with all the requirements set forth the specification/delivery requirements. This evaluation will result in a determination of technical acceptability or unacceptability. Exceeding the technical requirements will not result in a more favorable evaluation since the overall technical evaluation will be Pass/Fail. (ii) Price: Offerors are advised to provide the most competitive pricing they can with the initial proposal submission. (iii) Past performance: Offerors must submit three (3) examples of past performance. The examples shall have been performed within the past three years (3 yr). Past performance examples will be evaluated for Relevance and Quality. (A) Relevance is defined as fulfilling the same or similar requirement for the same or similar quantities under the same or similar circumstances. An example which is considered to be ideally on-point is one which satisfied the same technical requirement for the same quantity, provided to a Government customer, and within the same delivery timeframe as required under this solicitation. It is not required to submit examples which are ideally on-point; however, offerors should strive to provide those examples which are as relevant as possible. (B) Quality is evaluated as overall customer satisfaction, including but not limited to: performance of the equipment and services provided; timeliness of delivery; willingness to negotiate and accommodate changes; cost control; processing of warranty claims; performance of maintenance agreements; availability of general customer support. (C) Three (3) examples of past performance shall be included in the offeror's proposal. Each example shall have the following information: Contract or Sales Number; Date of Sale; Dollar Value of the Contract Equipment and services provided; Customer/Agency Name; Customer Point of Contact (POC) and position within the company/agency; Customer POC telephone number. (D) Should the offeror provide more than three (3) examples of past performance, the Government is not obligated to contact more than the first three. Offerors should confirm that the POC telephone numbers are accurate and in service; failure to provide valid telephone numbers does not obligate the Government to further pursue those examples of past performance. (E) In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. (F) Nothing in this solicitation prohibits the Government from obtaining and considering past performance from any source available. (G) Negative information obtained during past performance evaluations will be provided to the offeror to be addressed unless such negative information or circumstances have already been addressed by the offeror. Price, delivery and past performance is represented as approximately equal in importance. Offerors are cautioned that an award may not necessarily be made to the lowest price offer. Offerer must is found to be responsible per FAR Part 9.1 to receive an award. APPLICABLE FEDERAL ACQUISITION REGULATION (FAR) & DEFENSE FEDERAL ACQUISITION REGULATION SUPPLEMENT (DFARS) AND LOCAL CLAUSES: See Attachment one (1) for all Applicable FAR, DFARS Clauses, and LOCAL CLAUSES Applicable to this combined synopsis/solicitation and any resultant award. The offeror will be required in award to comply with TYAD local clauses for payment under 52.000-4956 Wide Area Workflow System, which will be included in any resultant contract. AMENDMENTS: Any amendments issued to this solicitation will be synopsized in the same manner as this solicitation. All Offerors are advised to acknowledge all amendments issued to the solicitation with their proposal by signing and including one copy of the amendment with their proposal. ANY QUESTIONS REGARDING THE SOLICITATION SHALL BE SUBMITTED IN WRITING TO THE CONTRACT SPECIALIST, mathew.a.chase@us.army.mil.
