REQUEST FOR INFORMATION AND INDUSTRY DAY TRICARE Management Activity (TMA) E-Commerce Operational System Support (EOSS) Acquisition RFI Period: October 07 - October 14, 2011 Industry Day: October 20, 2011 GENERAL INFORMATION THIS IS A REQUEST FOR INFORMATION ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, A SOLICITATION, A REQUEST FOR QUOTES, OR AN INDICATION THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COSTS ASSOCIATED WITH SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO INTERESTED PARTIES FOR RESPONSES. 1.0 OBJECTIVE This Request for Information (RFI) by the TRICARE Management Activity (TMA) seeks industry response on the performance of IT Support for the TMA E-Commerce System (TMA ECS) applications. TMA is conducting market research to identify candidate organizations that possess appropriate technical expertise, experience, and resources to provide IT support services. This market research may also assist with the further development and/or refinement of requirements. Information will be reviewed and considered during the development of a Request for Proposals. 2.0 BACKGROUND TRICARE is a healthcare program of the United States Department of Defense (DoD) which serves active duty and retired military personnel, other uniformed service personnel, and their dependents. The TRICARE Management Activity (TMA) is accountable for the management and operation of the TRICARE program to ensure delivery of direct military health care to DoD and other beneficiaries. It supplements direct care through the use of private-sector care services via managed care support contracts. The TMA has central administrative and management facilities in Falls Church, Virginia and Aurora, Colorado. It also operates regional offices in Oklahoma City, Oklahoma; San Antonio, Texas; San Diego, California; and Arlington, Virginia. More specifically, TMA-Aurora is responsible for private-sector care activities to include the specification of managed care requirements, the issuance of health care contracts, the management of contract activities, the processing and payment of healthcare claims, and the recording and reporting of financial transactions. In support of these TMA operations, TMA-Aurora has implemented an E-Commerce Program, which provides an integrated set of financial, contract management, and acquisition support systems to include: • the Oracle Federal Financials (OFF) 10i application is a UNIX based, Commercial off the Shelf (COTS) system which supports health care claims processing, budget management, and accounting; • the E-Commerce Data Warehouse (EDW) application is a UNIX-based, business intelligence application that uses Oracle 11g as the database engine, Informatica for Extract, Transform and Load (ETL), Oracle Business Intelligence Enterprise Edition (OBIEE); • the Management Tracking and Reporting (MTR) and Extranet applications are Windows based, custom-built applications (using ColdFusion and Oracle 11g) that provide a mechanism to track TRICARE program requirement changes, receive contractor deliverables, provide for cross platform reporting, and support contract Performance Assessment; • the PRISM application is a CompuSearch COTS product that provides contract writing, acquisition support, solicitation and contract management capabilities for TMA purchased care and simplified acquisition activities. PRISM executes on Windows Platforms using the Oracle 11g DBMS and a WEB browser interface; and • the Documentum application is an EMC COTS product that supports document content management. The system runs on multiple, Defense Information Systems Agency (DISA) provided Windows platforms using a J2EE compliant architecture and WEB browser interface. The primary objective of E-Commerce Operational Systems Support services is to perform support services to accomplish Sustainment Engineering, Enhancement Engineering, and Engineering Management for the TMA E-Commerce applications, and to conduct DISA infrastructure coordination. Sustainment and Enhancement Engineering serve as the vehicles to maintain existing capabilities and to support E-Commerce upgrades and configuration enhancements for the baseline TMA E-Commerce applications. 2.0 REQUESTED INDUSTRY FEEDBACK AND COMMENTS TMA requests feedback, comments, and recommendations on the provided draft EOSS requirements. Feedback, comments, and recommendations should be based on the attachments accompanying this announcement and any other relevant information the respondant thinks is appropriate. In addition, information is requested on industry capabilities to provide support services to sustain, enhance, and operate the TRICARE Management Activity (TMA) E-Commerce system. TMA requests capability statements for performance of Sustainment Engineering, Enhancement Engineering, and Engineering Management for the TMA E-Commerce applications and DISA infrastructure coordination to include: • systems engineering, • system analysis, • system design, • system development and integration, • software development, • COTS software configuration management, • testing (integration, unit, system, and user acceptance), • documentation development and maintenance, • deployment and installation, • hardware and network coordination, • software maintenance, • system operations, and • systems training. Response should be based on the material contained in this announcement and any other relevant information the contractor thinks is appropriate. Response shall not exceed fifteen (15) single-sided, Times New Roman 10-pitch font, single-spaced pages. Contractors are encouraged to mark each page believed to contain corporate sensitive information with the note "Proprietary Information". All information received that is marked "Proprietary" will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41U.S.C. 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. As part of your company's response, please provide a cover letter that includes the following: • Number of years of corporate operations/experience providing Information technology (IT) support services • Number of years of corporate operations/experience in a health care support environment • Business Size (employees, annual revenue) • Primary type of IT support services provided • Current Registered NAICS Codes in the Central Contractor Registration (CCR) system. Any exchanges of information shall be consistent with procurement integrity requirements (see FAR 3.104). Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. 3.0 INDUSTRY DAY INVITATION AND RSVP INFORMATION TMA cordially invites your company to attend the EOSS Acquisition Industry Day for IT support services, scheduled between 9:00 AM - 1:00 PM on October 20, 2011 at 16401 East Centretech Parkway, Aurora, CO 80011-9066. The EOSS Acquisition Industry Day will be helpful for understanding how TMA intends to purchase IT support services from industry. At Industry Day, you will learn and can ask questions about: • Details on the EOSS system, applications and acquisition • Details on the Draft EOSS IT Support Services PWS • Details on the Evaluation of offer • Details on submission of offer You must RSVP to attend the event.
