- This is a Market Survey for information to support further research to identify enhanced means of mitigating the effects of injury causing mechanisms along with evaluation of these mechanisms to include in safety standards in accordance with the attached Information Sought Statement to support anticipated research programs. Please see the attached Information Sought Statement for further information. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will NOT pay for any information received or costs incurred in preparing the response to the market survey. Therefore any costs associated with the market survey submission are solely at the interested vendors expense. The purpose of this market survey is to solicit statements of interest and capabilities from small business, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of fulfilling this requirement. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) program. Interested firms are required to submit the attached Business declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following information from interested vendors: 1.Existing technologies to predict consciousness after head impact or extreme rotation 2. Research pertaining to the aims of this program and how it could be applied to the proposed research effort. The researchers should discuss their experience in these types of programs, any pertinent collaborations, and access to specialized data and tools that will aid in these objectives. 3. Sources and accessibility of data that can be used for this research project such as motorsports, athletics, or other potential injurious activities such as bull riding and boxing, automotive, military, and any other sources that might contain human injury data related to consciousness and in the impact environment. Respondents should not just list sources of data, but also how and if they have access to such data. 4.Analytical tools and models that can be used to predict consciousness in the aviation environment. Identify the physical tests that could be used to verify the analytical models or to assess seat/restraint designs to determine their ability to prevent these injuries. Respondents should list their experience with such tools and their current licensing agreements that would allow them to apply them to these research efforts. 5.Please provide general information regarding the range of costs typically charged for fulfilling this type of requirement. The FAA may use the information for informational purposes ONLY and it is NOT binding in any way. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. Please provide information regarding available your available acquisition sources for this requirement. Please indicate if your company currently offers these services through a General Services Administration (GSA) Federal Supply Schedule (FSS) or Multiple Award Schedule (MAS) or other contractual vehicle.
