- In support of the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS) Product Office (JPO), the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) has a requirement for a Risk Reduction Program (RRP) to build upon the System Development and Demonstration (SDD) Technical Data Package (TDP) and Manufacturing Data Package (MDP), developed by Raytheon Company under Contract DASG60-98-C-0001, to provide a more affordable product, with reduced manufacturing cycle times, a mature supplier and subcontractor base, and a minimum number of obsolete components. These provisions are intended to minimize the risks the SDD product currently presents to the Low Rate Initial Production (LRIP) and Full Rate Production programs and ensure material procurement and manufacturing can meet critical planned JLENS LRIP schedule milestones with minimum technical, cost, and schedule risk. The USASMDC/ARSTRAT intends to negotiate on a sole source basis with Raytheon Company, Andover, Massachusetts, to fulfill this requirement. The proposed action is pursuant to 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. Award to any source other than Raytheon Company would result in unacceptable delays and substantial costs. This acquisition is not open to foreign firms. All responses should be directed to Dianne Trimble at dianne.trimble@smdc.army.mil and must be received within fifteen (15) days from the publication date of this synopsis. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to negotiate a sole source action is not a request for competitive proposals. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered. This is NOT a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted.
