- This is a combined solicitation/synopsis for commercial items, prepared in accordance with the format in FAR Subpart 12.6. Basis of award is lowest price technically acceptable. In accordance with FAR 52.212-2 Evaluation Commercial Items, factors are technical capability of the items offered to meet the Government requirement and price.
