- Attachment 2 - Cost Proposal Format Attachment 1 - Statement of Work (SOW) Request for Quote (RFQ) - Vehicle Modifications The United States Environmental Protection Agency, Region 1 Boston, requires various vehicle modifications on multiple emergency spill response trucks as detailed in the attached Statement of Work (SOW). This acquisition is set aside for small businesses with NAICS Code 811121 Automotive Body, Paint, and Interior Repair and Maintenance, with a size standard of $7.0 million. Offers from businesses that are not registered in the Central Contractor Registration (CCR) under this NAICS code as a small business will not be considered for award. Offerors must be located within a 50 mile distance of Chelmsford, MA to be considered for award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The Government may contact Offerors to clarify information to better understand their quotes or to request information that appears to be inadvertently omitted. The EPA will award a purchase order to the responsible Offeror that offers the best value considering past performance and price. Technical capability, ability to meet local distance constraints, price and past performance will be evaluated to determine best value. Evaluation factors other than price when combined are approximately equal to price. Please see the attached Request for Quote (RFQ) and associated documents.
