Description
THIS IS A SOURCES SOUGHT NOTIFICATION ONLY. This sources sought notification is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP. Furthermore, those who respond to this Sources Sought Notification should not anticipate feedback with regard to its submission; other than acknowledgment of receipt - IF a request for an acknowledgement is requested by the submitter. This sources sought notification does not commit the Government to contract for any supply or service. The Department of Homeland Security (DHS) is not at this time seeking proposals. Vendors are advised that the Government will not pay any cost incurred in response to this sources sought notification. All costs associated with responding to this sources sought notification will be solely at the interested party's expense. Not responding to this sources sought notification does not preclude participation in any future RFP. The information provided in this Sources Sought Notification is subject to change and is not binding on the Government. All submissions become the property of the Government, and will not be returned. 1.0 DESCRIPTION The requirement is for technical support for the National Protection and Programs Directorate (NPPD), Office of Infrastructure Protection (IP), Partnership and Outreach Division (POD), National Infrastructure Protection Plan Program Management Office (NIPP PMO) as it manages, implements, and oversees the NIPP processes, its associated risk management activities and its implementation across the 18 critical infrastructure sectors, State, local, regional, tribal and territorial government at all levels. 2.0 PURPOSE OF THIS SOURCES SOUGHT NOTIFICATION The U.S. Department of Homeland (DHS), Office of Procurement Operations (OPO) is conducting market research for information purposes only. The intent is to identify all potential small business sources with the capacity and technical capability to successfully perform the requirements detailed in the below taskings. The North American Industry Classification System (NAICS) code for this requirement is 541611, Administrative Management and General Management Consulting. This notice is not a request for technical or cost proposals. This Sources Sought Notice is to obtain written capability information only to help OPO determine if there are small businesses that have the capability to complete the requirement. The notice will enable OPO to obtain general information on interested parties and the technical areas they may be qualified to support. 3.0 CAPABILITY STATEMENTS Capability statements must include: (1) Complete Business Name, including DUNs #; (2) Contact Information (Respondent's name and title, address, telephone, facsimile, e-mail); (3) Business Size and Classification (small, small-disadvantaged, SBA Certified 8(a), HUBZone, etc.); (4) A listing of your company's applicable General Services Administration (GSA) schedules (5) Capability statements must address technical competencies, and management/personnel experience relative to the key task areas below. 3.1 TASKS Project Management and On-site NIPP PMO Technical Support • Work Plans • Task Tracking and Status Meetings • Newsletter and Status Input • Meeting Coordination o Participate in meetings and briefings, provide subject matter expertise, and develop white papers, talking points, briefing decks, etc., in support of critical infrastructure protection and resilience initiatives as required (e.g., Critical Infrastructure Risk Management Enhancement Initiative (CIRMEI), Presidential Policy Directive reviews and rewrites, National Preparedness Goal, and IP Regional and State Initiatives). • Task Tracking System o Implement and maintain an on-site task management tracking system/database using Microsoft Office to include real-time updates to the database, cross-referencing with IP taskings, daily distribution of updates to the weekly task list, weekly distribution of an updated all activity task list, and attendance at staff meetings to capture updates to the task list. Maintain an accurate accounting of the number of taskers assigned to the PMO (as the point of contact or for comment/input) on a daily, weekly, monthly and annual basis. • Task Order Performance Tracking Stakeholder Coordination and Technical Communications Support The NIPP PMO provides coordination and integration to a wide variety of stakeholders including but not limited to: 18 Sector-Specific Agencies (SSAs), other federal agencies, State, regional, local, tribal, and territorial partners, and private sector critical infrastructure (CI) owners and operators; and internal NPPD/IP partners. The contractor shall provide the following in support of stakeholder communications and coordination: • Stakeholder Communications o Monitor the email box on a daily basis and provide coordination with NIPP PMO staff to draft email text for responses by the NIPP PMO staff. o Maintain up to date and accurate contact and distribution lists for the NIPP PMO including, but not limited to, the NIPP Federal Senior Leadership Council (FSLC), SSAs, members of Government Coordinating Councils, and federal, State, and local CI protection and resilience partners. • Stakeholder Coordination o Schedule meetings as required. This will include, at a minimum, quarterly NIPP Federal Senior Leadership Council meetings, quarterly NIPP Policy and Planning Working Group meetings, annual Joint FSLC, State, Local, Tribal & Territorial Government Coordination Council (SLTTGCC), Regional Consortium Coordinating Council (RCCC), CI Cross-Sector Council meetings, technical assistance sessions, bi-weekly IP-SSA planning and status meetings/teleconferences, and periodic sector working groups. o Reserve and arrange for an appropriate layout for meeting room space. If classified briefing, ensure that the classified equipment is available. o Prepare agendas, MS PowerPoint presentations, and RSVP lists. o Coordinate with DHS security staff to ensure proper protocols for and execution of security clearance transfer in advance (if meetings will be held at other than the unclassified level.) This includes arranging for, and escorting as needed, attendee access to secure facilities. Program Implementation, Policy and Strategic Planning, and Risk Analysis and Support • NIPP Maintenance and Implementation Support o Consistent with the NIPP, assist the government in the development and implementation of a review process complete with stakeholder collaborate sessions, public review via Federal Registry Notices, adjudication and approval milestones to ensure a revised NIPP is available for final public and interagency review, and Secretary (DHS) review/signature for 2013 and every four years after. o Catalog and maintain all edits, additions, comments and updates of the NIPP submitted during the NIPP revision process for inclusion in the four year revision of the NIPP. This information will also be used to support the metrics that will ensure successful implementation of the NIPP Program Management Plan. • Sector-Specific Plan (SSP) Maintenance and Implementation Support o Consistent with the NIPP, develop and implement a collaborative review and update process with the respective 18 SSAs, to ensure completion of the SSP 4-year cycle requirement, with annual reviews/updates as determined by the respective SSAs. o Develop and distribute a detailed SSP development plan in collaboration with the SSAs to ensure each SSP is consistent with the NIPP. • Policy Analysis o Review National level policies and strategic planning documents, legislation, regulations, testimony, cross-border agreements and others of National impact on CI protection and resilience to ensure alignment with the NIPP. o Develop technical and analytical papers, options papers, and reports. o Coordinate and/or develop responses to comments resulting from issues or problems identified by DHS at workgroups and other meetings, and respond to rapidly emerging program needs and requirements. • Policy and Strategic Planning o Develop approaches and recommended solutions for addressing NIPP partner requirements based on the evolving risk environments. o Ensure strategic level policy and planning expertise, based on the NIPP, is available to NIPP PMO which supports IP as the National Coordinator and is responsible for CI protection and resilience efforts on behalf of the Secretary. • Risk Management Analysis and Technical Support o Provide risk management expertise to support the development, collaboration and coordination, of the CIRMEI effort through implementation of its Critical Infrastructure Risk Management Plan (CIRMP). Off-Site Subject Matter Experts - Critical Infrastructure Subject Matter Experts • Provide sector-specific expert level support to the NIPP PMO and the applicable sector or SRLTT entity for the development and implementation of the SSPs. • Support the NIPP PMO and SSAs with activities related to the implementation of the SSP. • Conduct sector-specific or cross-sector analyses on issues concerning critical infrastructure protection, and provide timely feedback to the NIPP PMO and/or sector. 4.0 SOURCES SOUGHT RESPONSE INSTRUCTIONS Only electronic submissions will be accepted. Electronic files larger than 5 MB shall be broken down into multiple files with no one file exceeding 5 MB. See additional instructions below: • Include the following information in the email subject line: Sources Sought Notification: National Infrastructure Protection Plan Program Management Office/Branch Support. • The maximum number of pages per submission per company shall be limited to 8 pages total. (This includes the title page, and any graphs or charts) • The file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the subject line, if submission includes more than one electronic email. • A Point of Contact (POC), phone number and email address of the person (in the body of the email) to be contacted regarding any correspondence between the Government and the Vendor. The POC shall be capable of addressing questions or issues associated with the submission and content of the capability statement. Standard brochures and paraphrasing tasks will not be considered as a sufficient response to this notice. Feedback and/or evaluation information will not be provided to any vendor regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged. At this time, proprietary information is not being requested, and vendors shall refrain from providing proprietary information in response to this sources sought notification. Please be advised that all submissions become Government property and will not be returned.
