Description
This synopsis is issued for informational and planning purposes only. United States Transportation Command (USTRANSCOM) is conducting market research and desires input from industry to help in requirements planning. The information requested by this synopsis will be used within USTRANSCOM to facilitate decision making and will not be disclosed outside the agency. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this request for information. Introduction USTRANSCOM is assigned responsibility for two critical infrastructure programs. The Defense Transportation Sector CIP and the US Transportation Command, combatant command CIP. The Defense Sector CIP is focused on function based analysis and the combatant command CIP is focused on mission based analysis. The purpose of CIP is to identify and assure the availability of all physical and cyber assets deemed critical to DoD mission accomplishment. USTRANSCOM will accomplish this responsibility through the Command Staff and it's Transportation Component Commands (TCCs): Military Surface Deployment and Distribution Command (SDDC), Military Sealift Command (MSC), and Air Mobility Command (AMC). USTRANSCOM CIP provides recommendations to assure availability of worldwide critical physical and cyber transportation-related infrastructures, to include aviation, highway, rail, maritime, and pipeline, transportation-related infrastructures that support DoD contingency, wartime, and peacetime requirements. This responsibility includes the research, analysis, policy and operational development necessary to execute a robust CIP as a means to ensure the availability of strategic transportation capabilities on a global scale. Scope The Contractor shall interface with the USTRANSCOM CIP Manager, USTRANSCOM Contracting Officer Representative (COR), and individuals and organizations involved in all Defense Critical Infrastructure Program (DCIP) and USTRANSCOM CIP activities, including but not limited to the Office of the Assistant Secretary of Defense for Homeland Defense and America's Security Affairs (OASD (HD&ASA)) Mission Assurance Director, Joint Staff DCIP Office of Primary Responsibility (OPR), other combatant commands, military services, other Defense Infrastructure Sector Lead (DISLAs), DoD Agencies, USTRANSCOM staff, TCJ3 Fusion Center, Transportation Component Command (TCCs), Department of Homeland Security (DHS) (Transportation Security Administration (TSA) and U.S. Coast Guard (USCG)), private industry, and commercial/civil CIP entities. The specific tasks and several optional tasks are: Task Area 1: Contract-Level and Task Order Management Task Area 2: Defense Critical Infrastructure Program (DCIP) Support Task Area 3: Defense Critical Infrastructure Identification Task Area 4: Mission Assurance Task Area 5: GIS Support Task Area 6: Assessment of Defense Critical Infrastructure OPTIONAL Task Area 7: Risk Decision Actions OPTIONAL Task Area 8: Exercise Support OPTIONAL Task Area 9: Information Technology Management OPTIONAL Specific Tasks for Task Area 1 Task Area 1 - Contract-Level and Task Order Management This task consists of the functional activities relating to the administration and management of this effort. The Contractor shall provide a single point of contact responsible for administrative oversight of Contractor personnel and will serve as the TCJ3-FC, Deputy Chief, CIP Branch. Subtasks under Task Area 1 Subtask 1 - Task Order Management Plan Develop and provide a Task Order Management Plan (TOMP) describing the functional approach, organizational resources, and management controls to support functional management consistent with the tasks and deliverables herein. Subtask 2 - In-Progress Reviews (IPRs) Government/Contractor IPRs will be held quarterly to assess performance under this task Subtask 3 - Project Assessment Report (PAR) Develop and provide a draft PAR Subtask 4 - Meeting Support Meeting Summaries: participate in appropriate meetings Trip Reports: Submit Trip Reports Subtask Area 5 - Performance Metrics Combatant command semi-annual and DISLA semi-annual CIP Milestone Report: collect performance data and prepare draft DISLA CIP Milestone Report Manage Administrative Functions: monitor organizational mail and daily submission of the "Morning Muster Report" Alternate Business Practices: review current alternate business practices providing recommended updates to these procedures to the CIP Manager and COR in the current format Specific Tasks for Task Area 2 Task Area 2 - Defense Critical Infrastructure Program (DCIP) Support The USTRANSCOM CIP Manager will rely significantly on the Contractor to provide recommendations and draft plans to implement CIP at USTRANSCOM through assignment of a DCIP Subject Matter Expert that will serve as the Deputy CIP Manager. Subtasks under Task Area 2 Subtask 1 - Defense Infrastructure Sector Assurance Plan: prepare annual update Subtask 2 - USTRANSCOM CIP Instruction: draft instruction to provide guidance Subtask 3 - Documentation Reviews: review documents and propose a response Subtask 4 - DCIP Program Reviews Draft, collect, and maintain higher headquarters, program review documents addressing program accomplishments, shortfalls, challenges and recommendations for improvement utilizing the DCIP Semi-Annual Milestones as a checklist. Subtask 5 - CIP Education and Outreach Support to the USTRANSCOM CIP Manager in developing a USTRANSCOM CIP Education program. Subtask 6 - CIP Working Group Meetings may be called at anytime and/or held at least two held per period of performance in response to changing threats and hazards Subtask 7 - Coordinate DCIP interests with non-DoD guidance Establish the necessary lines of communication with Non-DoD (National and Foreign owned) asset owners to collaborate with and promote information sharing Information Sharing Plan Submit an Information Sharing Plan of Non-DoD owned infrastructure that will satisfy USTRANSCOMs requirement to share DCI data with the National Transportation Sector lead agencies through the Mission Assurance Director at OASD(HD&ASA). Establish interagency and international information sharing agreements: Memorandum of Agreements (MOAs) Specific Tasks for Area 3 Task Area 3 - Defense Critical Infrastructure Identification Subtasks under Task Area 3 Subtasks 1 - Critical Asset Identification Process The Contractor shall develop a plan to accomplish the requirements stated in DODM 3020.45 V1, and DODM 3020.45 V5, DoD Mission-Based Critical Asset Identification Process (CAIP) Manual, in conjunction with the Execution Timeline. Critical asset identification, validation, and recommendations will be accomplished in consonance with the referenced DCIP programmatic documents (manuals). Prepare official staff coordination documents and submit to the USTRANSCOM CIP Manager in accordance with established suspense. Subtask 2 - Manage Defense Critical Infrastructure Monitor current transportation related Defense Critical Infrastructure entered in Strategic Mission Assurance Data System and provide recommendations. Task Area 3 - Threat and Hazard Report Plan Develop a Threat and Hazard Plan to identify current threats and hazards Specific Tasks for Area 4 Task Area 4 -Mission Assurance Shall identify opportunities to enhance USTRANSCOMs mission assurance capability by developing a plan to integrate CIP activities with other risk management programs in accordance with the current OASD(HD&ASA) Mission Assurance Strategy Subtasks under Area 4 Subtask 1 - The Contractor will develop and submit the Mission Assurance Plan with the goal of enhancing CIP support to Mission Assurance Subtask 2 - Standard Operating Procedures (SOP) for USTRANSCOM CIP Support to Mission Assurance Activities Subtask 3 - Support Mission Assurance Activities Providing at minimum, two contractors to work within the Fusion Center during normal duty hours to serve as a focal point for contact and response for all CIP activities supporting Mission Assurance at USTRANSCOM. Specific Tasks under Area 5 Task Area 5 - Geospatially Map CIP Data Shall utilize Geographic Information System (GIS) technology to graphically display USTRANSCOM critical infrastructures, assets, and related information, as directed by the USTRANSCOM CIP Manager. Specific Tasks under Area 6 (OPTIONAL) Task Area 6 - Assessment of DCI: Virtual assessments will provide an adequate level of fidelity however for those instances that must be performed on-site the Contractor will be asked to support the asset owner's assessment with Transportation CIP subject matter experts when travel funds are available. Subtasks under Area 6 Subtask 1 - Assessment Planning Develop and execute a plan to obtain copies of vulnerability and risk assessments completed on USTRANSCOM CIP related DCI. Subtask 2 - Assessment Support Support other assessment teams such as the Defense Threat Reduction Agency (DTRA), US Army, National Guard Bureau Critical Infrastructure Protection - Mission Assurance Assessment (CIP-MAA) teams with analysis, pre-assessment research and boots-on-ground support to vulnerability and/or risk assessments. Subtask 3 - Assessment Reports Assessments shall be focused on identified transportation defense critical infrastructure addressing physical, cyber, DoD, commercial, and civil assets. Specific Tasks under Area 7 (OPTIONAL) Task Area 7 - Risk Decision Actions Subtasks under Area 7 Subtask 1 - Develop mitigation plans for identified DCI Collaborate directly with the CIP Manager to determine the priority, number of, and timeline for completion of plans Subtask 2 - Risk Decision Packages (RDPs) Coordinate with the asset owner for developing the RDPs on infrastructure that USTRANSCOM relies on as the mission or function owner. Specific Tasks under Area 8 (OPTIONAL) Task Area 8 - CIP Exercise Support Exercise events will be determined by the CIP Manager with the goal being to support at least one USTRANSCOM Tier 1 level exercise, one DHS led, and Transportation Infrastructure dependant exercise per option period. Subtasks under Area 8 Subtask 1 - Exercise Planning Subtask 2 - Exercise Execution Specific Tasks under Area 9 (OPTIONAL) Task Area 9 - Information Technology Management USTRANSCOM CIP Information Technology efforts have centered on a solution for storing CIP data and sharing this data with DCIP community members. The Transportation Infrastructure Tool and Analysis Network (TITAN) once complete will support the collection, identification, analysis, and dissemination of USTRANSCOM-identified critical assets and related information to USTRANSCOM users and stakeholders from the Joint Staff, OASD(HD&ASA), other Combatant Commands, and DOD Agencies. Subtasks under Area 9 Subtask 1 - Maintain Current USTRANSCOM CIP Database Subtask 2 - Information Technology Management Plan Subtask 3 - Coordination with DCIP Databases Subtask 4 - Maintain USTRANSCOM Non secret Internet Protocol Router Network (NIPRNET) and SIPRNET CIP Website INFORMATION REQUESTED: Contractors interested in assisting USTRANSCOM with our market research activities are requested to submit the following information in the format of a White Paper as outlined below. The white paper should be concise (no more than 5 pages) and address only the information requested below. Again, this information will support market research activities within USTRANSCOM. I. USTRANSCOM is not asking for disclosure of specific or detailed innovative solutions here. USTRANSCOM is merely interested in the availability of existing commercial solutions. III. Business size IV.
