- AUTONOMOUS UNMANNED SYSTEMS CLARIFICATIONSThis notice is in response to questions regarding both the Multiple Award Contract (MAC) and Other Tansaction Agreement (OTA). This notice will provide the governments responses to questions asked. I. QUESTIONS AND ANSWERS Questions and Answers Specific to the Multiple Award Contract (MAC): During the Industry Day in July, we were advised the MAC RFP posting was estimated for late October to early November. Is there an un update on when the RFP will be posted? Answer: No specific date yet but we are now estimating late November. Questions and Answers Specific to the Other Transaction Agreement (OTA): 1. Please clarify what is meant by "foreign-owned" and "foreign-influenced" for purposes of meeting the Government's request to indicate whether current and prospective members of a consortium should be listed as such in the Letter of Intent. Answer: A US company is considered to be under FOCI when a foreign interest has the power, direct or indirect, whether or not exercised, to direct or decide matters affecting the management or operations of the company in a manner which may result in unauthorized access to classified information or may affect adversely the performance of classified contracts. (NISPOM, paragraph 2-300a) 2. Should the LOI be address to the Contracting Officer, Jessica Black? Please confirm and also please provide your mailing address. Answer: LOIs must be submitted to the Procurement Contracting Officer, Jessica Black, by email to jessica.c.black@navy.mil no later than 5 p.m. EST, 14 October 2011. Questions and Answers Applicable to both the MAC and the OTA: None.
