- Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Quote (RFQ) No. F3QCCL1238A001. This solicitation will be solicited under Other Than Full and Open Competition. SMALL BUSINESS SIZE STANDARD (a) NAICS: 541511 (b) Dollars: $25,000,000.00 Justification for Sole Source Only: The RTI DDS software is networking publish-subscribe middleware. This software is used to implement the network communications between the various simulation computers in the F-15 Avionics Integration Support Facility (AISF). No other vendor is known to provide the capability at the present time. Please see attached Solicitation
