Description
The U.S. Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, Massachusetts, maintains and develops a number of tools that support the Federal Aviation Administration (FAA), the National Park Service (NPS) and other sponsors ability to measure and model environmental and other impacts of from various transportation-related sources. The Volpe Center intends to issue a solicitation for software support services necessary to develop new and/or enhance existing geospatial modeling tools. The tools developed and/or enhanced items will be focused on the Aviation Environmental Design Tool (AEDT) and tools used for Air Tour Management Plans (ATMP). Other current Volpe Center initiatives for which modeling tools may need to be developed and/or enhanced include Continuous Lower Energy Emissions and Noise (CLEEN), Aviation Climate Change Research Initiative (ACCRI), and Commercial Alternative Aviation Fuel Initiative (CAAFI). The initiatives of other DOT and non-DOT organizations, such as the Federal Highway Administration's (FHWA) Traffic Noise Model (TNM), the Environmental Protection Agency's (EPA) Motor Vehicle Emission Simulator (MOVES) may also be supported by the Volpe Center in the future. These too may require software support services necessary to develop new and/or enhance existing geospatial modeling tools. The North American Industry Classification System (NAICS) Code for this acquisition is 541511- Custom Computer Programming Services, for which the Small Business size standard is $25 million. The estimated release date of the solicitation will be November 18, 2011. Proposals will be due approximately 45 days following the issuance of the solicitation. The solicitation will be issued on an Indefinite Delivery/Indefinite Quantity basis with the ability to issue only firm fixed price, task orders. The term of the ordering period of the contracts will be five years from date of award. The Volpe Center uses electronic commerce to issue Request for Proposal (RFP) and amendments to RFPs. The subject solicitation and related documents will be available in electronic format only from the Government Wide Point of Entry at the Federal Business Opportunities website (www.fbo.gov). Paper copies of these documents are not available, and hard copies will not be mailed. Offerors desiring to receive a copy of the solicitation and any related documents must register at this site to receive electronic notification of the solicitation posting and availability for downloading. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. All contractors must be registered in the Central Contractor Registration (CCR) in order to receive an award from a DOT Agency. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted online through the Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. Potential offerors are highly encouraged to complete the online provisions within the Representations and Certifications at the ORCA website: https://orca.bpn.gov. This notice is for informational purposes for Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
