- I. OVERVIEW: THIS IS A PRE-SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY AND NO RESPONSE IS NEEDED AT THIS TIME. The Bureau of Engraving and Printing (BEP) is seeking sources to provide Non Distinctive Banknote Paper in accordance with BEP specifications (P: NDBT1, P: NDBT4, and P: NDBT5). The non-distinctive banknote paper is used to test and evaluate features and equipment used to print United States paper currency at the Bureau of Engraving and Printing (BEP) in the Eastern Currency Facility (ECF) in Washington, DC and the Western Currency Facility (WCF) in Fort Worth, TX. The Government may elect to award a single contract or multiple contracts to one or two offerors respectively offering the greatest value to the Government. The Government anticipates that the resulting contract(s) will be Indefinite Delivery/Indefinite Quantity contract(s) with fixed price line items. The period of performance will be one (1) twelve (12) month base period and four (4) twelve (12) month option periods. The anticipated period of performance is July 1, 2012 through June 30, 2017. The solicitation may provide various award scenarios. Each offeror will be required to submit a 60,000-sheet material each of Type I and IV, and a 48,000-sheet material sample of Type V. It is anticipated that the solicitation will be issued on or around October 31, 2011 under unrestricted full and open competition.
